revolution is the common

The memorandum was prepared by D.
C. Poole, Chief of the Division of Rus^
sian Affairs Jn the State Department,
nnd all the material presented is from
original sources, including the utterances rr
of the Bolbheviki themselves, extracts E

from the official press and wireless p
messages from the Soviets and the pub- ^
lieations of the Third International. A o
knowledge of the faets which this memorandum
discloses is considered by the ?
State Department essential to an un- P
derstnnding of the Russian situation, especially
in its international bearings.
The Russian Communist Party Is shown
by this memorandum to be a
highly centralized and disciplined party,
membership in which is cnrefuly re- y
stricted. It dominates the Soviets, es- ^
peeially the central Soviet institutions. ,
such as the central Executive Committee
and the AU-Russian Congress of So ^
viets. The leaders in the party arc
shown to occupy the highest official positions
in Soviet institutions, both civil
and military. The party as such also /
performs administrative functions, and
its press is shown to be closely associa
ted with the official Soviet press. - m
After presenting the detailed evidence
in support of its analysis of tho aitua- i
tioh, the State Department's memorandum
summarizes its eonclusions in this
paragraph:

House leaders today tentatively agreed
