C. Poole, Chief of the Division of Rus^ sian Affairs Jn the State Department, nnd all the material presented is from original sources, including the utterances rr of the Bolbheviki themselves, extracts E front their party organs and extracts t] from the official press and wireless p messages from the Soviets and the pub- ^ lieations of the Third International. A o knowledge of the faets which this memorandum discloses is considered by the ? State Department essential to an un- P derstnnding of the Russian situation, especially in its international bearings. The Russian Communist Party Is shown by this memorandum to be a highly centralized and disciplined party, membership in which is cnrefuly re- y stricted. It dominates the Soviets, es- ^ peeially the central Soviet institutions. , such as the central Executive Committee and the AU-Russian Congress of So ^ viets. The leaders in the party arc shown to occupy the highest official positions in Soviet institutions, both civil and military. HOUSE LEADERS PLAN TO J TAKE UP SOLDIER BONUS Washington, April 10.?Republican House leaders today tentatively agreed to present n soldier relief measure to the house about May 1. Besides carrying cash compensation the bill will include alternative ofllcers of priority in lund settlement, home 1 building aid and extension of vocational J training. Two plana for adjusted chhIi compensation have been submitted by a subcommittee of the house ways and ^ means committee, one granting one dol- ? lur for each day's service and the other authorising payment at the rate of $1.25 4 for each day, with no payments for the ' first two months of service. A tax on gross sales, it is said, probably will be the plan to l?e adopted by the committee to raise necessary revenues.
