John D. Rockefeller. Jr.. delivered
addresses at the formal dedication of
Eliza Lucas Hall, the Y. W. C. A.
building at the navy yard, erected and
equipped by the national housing
board at a cost of $250,000 and providing
single bed rooms for 125 employed
girls, besides affording recreational
facilities and cafeteria accommodations
for many more. A large attendance
of visitors from New York
and other cities, many of them members
of the national board, and of
local people, was had at the exercises.
Mrs. John D. Rockefeller. Jr., who
was largely instrumental in establishing
this club house for girls employed
at the navy yard and in Charleston, is
among the visitors. A trip to Magnolia
Gardens and Runnvmede was an
entertainment feature, but the main
feature was a grand pageant at Eliza
Lucas Hall, with hundreds of girls
and bluejackets taking part. Admiral
Rlue represented Secretary of the
Navy Josephus Daniels, whose trip
abroad prevented his coming to

Road Surveys Being Made.
Laurens.?Leurena county has qualified
in a financial wav for fedeial
aid in permanent road building for
this year. A deal has been definitely
rlosed disposing of ono-half o? the
countv's $300,000 good roads bond issue
which was authorised by legislative
act two years ago. Delay in putinto
operation the road program was
occasioned by the war's effect on the
bond market. The $150,000 now available
for the building of roads is being
handled through t^e Enterprise Na ional
Bank, of which Senator N. Tl.
Dial is president, who negotiated the
purchase of the bonds from the county
hoard of commissioners and the
county highway commission working
in conjuction.
The preliminary surveys, under the
direction of the State highway comni'ssion.
are now under wav and the
engineers are making good progress.
The initial line which was started at
'Kinards. on the Newberrv-Laurns
line, has about reached the city hy
w;iv of OoldvMle and Clinton, a distance
of 18 miles.
Governor Cooper Made Chairman.
Columbia.?Gov. hooper has accepted
the chairmanship for the Southeastern
department for the drive for
the Salvation Army home service fund.
Governor Cooper, in accepting this
position, assumes the leadership of
North Carolina. South Carolina. Georgia
and Florida for the various committees
appointed hy E. Y. Clarke and
officials of the Salvation Armv. As
soon as the campaign was planned
for this territory, those in charge
looked to Governor Cooper to become
head of the civilian part of the coming
campaign.
The governor will, in the next few
davs. commence a tour of the zone districts
over which he will preside. He
will get in immediate communication
w'fh the various zone managers and
will discuss in detail the personnel of
the campaign force for the South. In
-lecepting this chairmanship. Governor
Cooper assumes command of a great
irmv of workers.
The camooicn in the South is progressing
s-tisfsctor'ly and from present
Indications the next few days will
see the finishing touches to the jireparatory
work for the real drive, although
the campaign will not commence
until May 19 and continue to

Trial of Frank Moore.
York. ? Considerable interest

manifested in the case of Frank
Moore, who was involved in the kill
'ng of Policeman T. R. Penninger at
Sharon last summer, which will be
tried at the term of general session*
court that convenes here April 14. According
to evidence brought out at
the Inquest. Frank Moore held his revolver
on Mayor Luther Plexico, while
his brother. Mills Moore, shot and
allied Penninger. Both men made

service departments of Calhoun
sounty are now thoroughly organised
u?d are being put in motion. The lo:al
chapter of the home service department
for the Red Cross has been
organised. On the first of the month
the office was formally opened with
Mrs. Cain in charge. The selection
yt Mrs. Cain as secretary is fitting and
fortunate. For the greater part of the
war she was chief clerk of the local
board and her work was entirely satisfactory.
Office supplies have been
purchased and the office recently occupied
by the war board will be headquarters.
The opening was formally
loted by Miss Helen Kohn, State superintendent.

spent a couple of days in perfecting
the organization.
A. Mitchell Palmer, attorney general
of the United States, has been appea'ed
to for a ruling concerning the
legality of the cotton associations'
campaign for reduction of cotton acreage.
Governor Allen of Kansas claims
the movement is a flagrant violation
of law and should be stopped unless
the associations are immune to prosecution.

from Henry J. Allen, governor of Kansas.
reading in part as follows:
"The whole q estion at issue seems
to me to rest upon the right of any
group of men to form a combination
for the restraint of production. The
federal trade commission has published
a list of questionable practices
which the commission condemns and
among them are two which seem to
forbid what you are trying to accomplish.
One forbids the entering into
.in agreement or understanding or
pool by competitors to maintain prices
or allot business and (he other forbids
agreement among competitors to limit
output. It strikes me that you must
be rather sure of vnlir immnnilv trr,m
prosecution in attempting to run so
contrary to a declared public i>oliey.
"The right to he a cussed fool is safe
from all devices human; it's common,
as a general rule, to every critter
bom of woman." said Mr. Wannaniaker
in commenting on Governor Allen's
telegram.

Greenville.?Several new automobile
clubs have been formed over the State
during the past ten days, it was announced
at the headquarters of the
State Automobile Association here
Saturday.
A live club of 41 members at Chester
has been formed.
A club has been formed at Edgeheld
with 41 members.
A club with 31 members has been
formed at McCormick and the club
at York has recently taken on a large
number of new members.
The slogan of the State Automobile
Association i l "Better Roads for South
Carolina," and the association intends
to push the campaign for permanent
highways in the State, it is declared.

American doughboy has demonstrated
that he will help himself if given a
chance. This office is giving him a

States employment service has placed
many in positions for which they were

men passed through the office. Last
week was even larger with 4.146 men.
One of the best things accomplished
by the ofTice is getting men not only
to return to farms but getting city
