Congratulations to you, Mayor McElhaney and the newly elected city council. Mnv "? ministration be pleasant and may you accomplish much for the good of Fort Mill. You have a great work before you and we trust that each member of your honorable body will feel it a personal duty and responsibility to put forth every effort for the upbuilding and betterment of the town. Now gentlemen, establish a reputation for doing things. Enforce the laws, regardless of whom it may affect.. Repeal the iniquitous "piivilege tax" law. Increase the salary of the chief police officer to a figure which will insure "the retention of a good man for the place. Raise the city tax levy to a figure which will bring into the town's coffers a sufficient amount of funds to run the town and t make permanent improvements. Make the levy five, eight or ten mills, if necessary. Buy the Nivens property at th< head of Main street and open ui a new residence section, as wel as providing a building lot f-> the town if in the future thmunicipality should need one. An extra levy of a few n ills wonld pay for this property in one year and nobody would be hurt. Allow a small compensation (if legal) for the attendance of councilmen upon the meetings of the body, with a limit as to the number of meetings to kTe held within the year. Repeal the "dog tax" lawraise the small amount realized thereby by direct taxation. Resolve to allow no carnivals or other shows which hav< "accessions"?gambling devices ?to operate in the town during your administration. Push the proposition for a local waterworks system and relieve the people of the exhorbitant insurance rates which they have to pay at present. Use your best judgement (Nve'vi had our say) as to the Sunday sale of articles other than drugs and medicines. Reduce the street tax to two dollars?make up the deficit by taxation of property. * Continue the street paving, requiring property-owners to pay one-half the cost, as heretofore. Instruct your police officer tc arrest persons who make1 s hitching post of the telephone poles along Main street. Provide a hitching lot for peo pie who come in from the coun try. (The Nivens lot wil f answer this purpose.) Widen Confederate street fron Main street through to the iiap tist church property. Fix a maximum fine for th< sale of intoxicants or "dope" ant make no exceptions. Arrange to have the town'i Main street lighted the entin night and place lights in the lot to the rear of the businesj houses, burning the lights th< entire night, as a protectioi against burglars. And last, but not least. realiz< that in The Times you have ai institution that is eager at al times to assist you in any pos sible way to advance and carrj through any plan where th< town's welfare may be benefitted . The opportunity of both the town and ourselves is today. Today's opoortunity is always the best tpportunity, since it is the one that can be immediately seized. , Do not wait for the future to make this a Rood town or to make you something that you want to be.
