With the town of Lancaster

pal impiv vements, it does seem
that the town of Fort Mill could
afford to issue the comparatively
insignificant sum of $15,000 in
bonds for a water system without
any serious consequences to
the taxpayers.
The Charlotte Observer warns
South Carolina newspapers that
if they do not want to elect
Blease to the United States
Benate they had better let him
alone?that is, they had better
quit advertising him. Seems to
us that The Observer said something
like this about a year
ago.
If before every Fourth of July
all cities and towns were given a
thorough cleaning of rubbish,
and all use of explosives then restricted
as to time and place, the
police and public wardens might
have at least a fighting chance to
minimize the disastrous results
of our public folly during the
years it may require to inspire in

kind of celebration. And such a
desire must be inspired. It is
the duty of every city to arrange
for its people suitable
amusements or exercises definitely
calculated to educate them in
a rational observance of this
historic holiday. Habits of folly :
can be most easily eliminated by |
a substitution of something better.
The things a city can do to
interest its citizens in a sane and
wholasome celebration are unlimited.
and the municipalities
which in the past two years have
taken steps in this direction are
already receiving national praise
for their wisdom and their high
sense of civic responsibility.
Some startling statistics were i
given recently regarding the
divorce evil in our country. More
than seventy thousand children, j
mostly under the age of nine
years, were deprived of one or
both parents in the United States
during tj^e past year, says an
exchange. More than one hundred
thousand divorces were
granted in the United States
alone during 1912. In forty
years three million seven hundred
thousand adults were separated
by divorce and more than
five millions of Dersons were
Affected by these cases. Illinois
Alone provided 120,000 divorces,
Pennsylvania 55,760, California
50,000, and New York, 45,450.
New York State, however, sent
18,169 of its couples into other
States to procure divorces, and
there were probably many migratory
cases that are not recorded
in this total. At present 90 per
cent of the cases go by default, j
with only one party represented.
In this, as in other matters, the
violation of God's law entails
terrible suffering upon many innocent
parties.
Of course there is no rule
against a man spending his
money in any way he chooses, so
long as he does not spend it in a
way detrimental to the interests
of the public. But there is always
something regrettable about the
expenditure of money in a way
which seems to promise little in
the way of returns. We fear
that there is in store for the
gentlemen who are behind the
proposition to establish another
newspaper for York county some
very costly experience, which
will lead to the loss of considerable
money. According to the
last Federal census there are less
than 25,000 white people in York

county. With one daily, three
semi-weeklies and one weekly
newspaper, the circulation of
each of which probably averages
in the neighborhood of 1,500

the needs of our people, it would
appear that the field for newspaper
endeavor in the county is
already pretty well preempted.
However, this is a free country,
and it is entirely within the
province of men with money to
start the publication of as many
newspapers as they wish to. But
it is certain that the newspaper
readers of York county will inquire
as to the motive for the
publication of another paper before
quitting: in its behalf the
papers already here.

Taking as a basis for its
remarks the Charlotte school
board's declaration against Catholic
teachers in the public schools
of that city,t he Waxhaw Enterprise
has the following to say
editorially:
"This question of the Roman
church is no longer a religious
one. The doctrines for which
the Roman church stand are in
direct opposition to the principles
of religious liberty and democratic
or representative government.
They hold the pope to be
the highest temporal and religious
ruler whose edict is more
powerful than that of all other
kings and parliaments. They
believe in unity of church and
State, or rather they do not believe
in any State. They are
opposed to the Bible being read
in the public schools. They are
opposed to the people knowing
anything about it.
"The Roman Catholic church
is losing out in Europe. Italy,
France, Spain and other countries
once wholly >under its absolue
power, are how entirely or nearly
free from Catholic denomination'
in government. With pernicious
energy the church transfers the
tight across the Atlantic to
America. And this question of
church and State government is I
one of the two paramount issues:
that the next half century must|
decide. The other is the ques- j
tion of race life, but more of1
that at another time.
"Some of esteemed exchanges
are pleased to refer to the action
of the Charlotte board as one of
religious bigotry. This is unjust
and unfair. It is not a question
