A "teacher's creed" is thus
stated by Edwin Osgood Grover:

governor in the hands of the
Legislature, instead of in the
hands of the people. Our State
constitution of 1868 took it for
granted that the people did not
know how to elect county auditors
and county treasurers, because
these offices were supposed to require
special skill; and the State
constitution of 1895 took the
same view.
An effort is making now to
take the election of the county
superintendents of schools out of
the hands of the people.
