Perhaps the General Assembly j; did the best it could and should i not be too seriously condemned ' j for the abortion it passed a few ] days ago in the shape of a mar- ] riage license law, but a careful reading of the law certainly reveals the fact that it is as far from the State's needs as Baton : j Rouge is from Boston. There i, are a number of serious defects j' in the law? so many, in fact, | that it will have to be almost re- [' written before it affords relief 1 from the deplorable conditions j1 pointed out by those who urged 1 legislation on the subject. One ( of the particularly absurd and 1 harmful provisions of the law is 1 that permitting the marriage of ' girls 14 years of age. Why a 1 sensible body of men elected to ( make laws for a great Common- ( 1x1. 1 % Y 1 ' weaun snouici nave permittea ;' any such provision to slip into ' the law is past understanding, j If there is a member of the Gen- ' eral Assembly with a daughter;1 14 years of age who would give 1 his consent to the child's mar-;( riage, he is a disgrace to the 1 county which elected him, and 1 unworthy the parentage of the * child. I A Just Commutation. The Times is very glad indeed to note that President Taft has commuted the sentence of Fred D. Warren, Socialist editor of The Appeal to Reason ((iirard, Kan.), of six months' imprisonment and $1,500 fine by striking out the imprisonment and reducing the fine to $100. Warren was convicted and sentenced under a postal statute for sending envelopes through the mail on the outside of which was printed an offer of $1,000 reward to anyone who would kidnap ex-Governor Taylor and return him to the Kentucky authorities to be tried for the murder of Governor Goebel. While there can be no doubt that Warren was technically guilty of violating the law, I -li i ' ne was aoie to snow in tne course of his trial that inasmuch as the supreme court of the United States had held in the case of Moyer and Pettibone, labor leaders who were kidnaped in Colorado and taken to Idaho for trial, kidnaping was not a crime of which the Federal court would take notice, he had committed no serious offense in offering a reward for the kidnaping of Taylor. Warren is a strong writer and has hit some sledge-hammer! blows against the deception and rottenness of things Republican and it is not surprising to learn that his prosecution probably was inspired by Roosevelt, while the latter was president of the Republican Darty. Pistol Legislation. It is doubtful whether any legslation which could be devised igainst the pistol-toting evil would have the desired effect. However drastic the legislation night be, there probably would lot be lacking in every eommulity not a few persons who would lefy the law and run the risk of junishment for the offense. Pisol-toting is a menace, but the lest thought of the legislators in lone of the States has yet been macted into a law which can be Maimed to have suppressed the evil. Over in Georgia the Le^isature recently wrestled with :he subject and brought forth a aw which possesses the merit of iniqueness at least. The law provides that if any person shall :arry a pistol openly, without irst having secured a license rom the ordinary, he shall be ruibv of a misdemeanor, and ninished accordingly. In addiion to that lie must give to the ordinary a bond in the sum of; >100 and pay a fee of 50 cents. [11 110 case is the ordinary permitted to grant a license to carry 1 pistol to any person under 18 r'ears of age. and even after outlining the license, a person is imenahle to the law and liable! o punishment for a misdeniean>r, should he carry the pistol 1 loncealeil.
