Many matters of importance to the people of the State will be considered at the coming session of the Legislature, which will convene in about four weeks. Several important bills which were introduced at the last session but which were not disposed of are to be considered and acted upc*i. On the whole, the present Legislature is composed of safe, conservative men and their work this winter is expected to prove beneficial to the State. The members of the Legislature now receive a salary of $200 the session, instead of $4 per diem, as was the law before this year, and as there are no particular issues the consideration of which promise to consume much time, it is thought that the work of the body will be completed within 30 days. As usual, the biggest fight will be on the liquor question, but there is a feeling that this will be made short and swift. It is to be expected that the prohibitionists will renew their fight for a State-wide act, and it is believed that Representatives M. L. Smith, C. A. Smith, J. G. Richards ard J. P. Carey will reintroduce the bill which passed the house last session but which was killed later for the compromise local Option bill; but the outcome is extremely doubtful. Opinion is about evenly divided as to whether the dispensaries can be driven out of the six counties now remaining wet. Many of the local option advocates are counting on enough prohibitionists taking the position that this legislature is "morally bound to stand by the compromise measure of last session to make local option safe for one more year at least. There are only two elections of importance this session, and both j of these can be disposed of in a brief joint session. These will be lor a State' insurance commissioner and a State librarian. Coming over as unfinished business from last year, there are 320 bills, almost all of them i measures of a general nature, 1 the' local bills being rushed through in the closing days of the 1909 session. There are a dozen or so bills pending on the calendars which have reference to the dispensary, but practically all of these are now out of date. There are several road bills pending in the house, and with the general increase in interest a practical sort in the subject during the past year it looks as \f the legislature will enact some needed legislation. The bill attracting most favorable attent on is that pending in the house bV Representative Cosgrovtf of Charleston, providing for a State highway commission composed of a salaried State highway commissioner, an assistant commissioner and an advisory board consisting of the heads of the engineering departments of the State colleges. The commissioner is to supervise all permanent road improvements, get out plans for new roads, and have supervision of all bridges cost,ng $1,000 or more. Situation Well in Hand. No fear of a serious epidemic ! of smallpox is entertained by the State board of health because of the outbreak of a few sporadic cases in a number of foci of in! fection in several portions of the 1 State from time to time recently. ; Dr. C. Fred Williams, secretary ; ef the board, who has just visited i Chesterfield, reports five cases at jerterson and two other cases in Chesterfield county. One case has also been reported from Marion county and five cases from Landsford, Chester county, j A extensive campaign of vaccination has been undertaken by the board and wherever smallpox occurs vaccination and re-; ; vaccination is required of all who , live in the community immediate! ly upon the report of the out! break, no matter how few are' i the cases. "The public has become educated to the wisdom of vaccination," said Dr. Williams, "and we do not meet with opposition in our work in infected | localities." In his annual report Dr. Williams will call attention to the i 1 situation in regard to smallpox in this State. The quarterly ' meeting of the State board of j health was held last Thursday and reports were received from various committees and from ! these statements the annual report will be compiled. Dr. Williams states that there has been no serious spread of the disease during the past year but that there have been t'rom time to time small outbreaks. The type of smallpox prevailing in South Carolina is ^f a more serious I kind than in the past three or. ; four years. The most serious 1 infection was at Yorkvillc, where 9 out of 15 smallpox patients died. The 4m-gest outbreak was i at Ninety-nine Island recently in i a camp of the Southern Power 'company, where there were 27 CRS6S The State board of health has! indorsed the method of quarantine for smallpox and the treat-: ment of the disease as set out in i Dr. Williams' report. The main points in this method are isolation i I of the patient and a campaign of vaccination.
