Tito Senate did not have an opportunity

Patterson's resolution on the action of
the 1 >t nnocratic caucus as was partially

to a review of the prerogatives of tlie
Senate in the matter of framing treaties.
The question was raised bv Mr.
Baeoti in a speech on his resolution
request tut*' infoimatiov concerniiig the
Ahjcoirns conference. He talked for
almost tliree hours and was followed
by Mr. SjMiouer. who spoke for considerably
more than an hour. Both
wo.ro i ii tors poised with debate
largely between Messrs. Ha0011
and Kp??ouer and there wore two or
three very sharp dashes between
them.
Mr. Bacon's speech was in the mailt
a plea for the right of the Senate to
"advise and consent" in the matter
of the negotation of treaties and was
largely a reply i<? Mr. Spoouer's recent
speech on this question.

For the tirst time in many years,
the Senate chamber wa-? made the
scene of an effort to administer party
discipline to n member of that body,
and the occurrence was one of so
many dramatic details thai the tunny
witnesses will not soon forget it. Mr.
Patterson was the subject of the clfort
and'Mr. Bnile\ to whom in the
absence of Mr. (Jortnan, Democratic
leadership is conceded, was the instrument
of his party in the incident.
The proceedings arose in connection
with the consideration of Mr. Patterson's
resolutions of remonstrance
against caucus action on treaties with
foreign nations. The Polorado Senator
