enterprise. If the common roads of
the country were brought to a condition
that would enable farmers to market
their products at all seasons of the (
pear, the cost of living in town and ^
city would be greatly lessened, and 1
discontent among laboring people and
operatives in industrial concerns would
largely decrease if it did not entirely
disappear. Why and how? Present
road conditions compel farmers to rush 1
their products to market as soon as 1
harvested, when the roads are at their 1
best, as by waiting a convenient tone i
they may not get there at all. If one j
farmer must do this, his neighbors ]
must do likewise. This naturally con- 1
gests the market, forcing low prices to i
the great detriment of the producer and
without benefit to the consumer, because
the average family in town or
city buys only in small quantity at
one time, say a day's or a week's supply.
What is the result? The speculator,
finding prices low and knowing
that in a little while the bad roads season
will be on when competing products
will be kept away from trade
centres, buys up the surplus and storesit
away for the day which he kinws
is surely coining when he can demand
and receive his own price tor his holdings?the

when the citizen in town, the mechanic
and operative of tlie shops and factories,
is forced in winter and spring to j
pay exorbitant prices for those articles i

led into strikes and other labor disturbances.
We all know what usually
follows. This, of course, is not all that
enters into strike causes, hut it <'011 J
triDUtcs a full share. It ought to he (
perfectly plain to American manufacturers
that the continuous, orderly opI
oration of industrial business depends
011 measurably contented operatives; i
that men are never contented when the
cost of living is above their earning
capacity; and that prices of food stuffs
from the farm would lie always at a
decent living level to all concerned if
we bad systematically improved high,
ways over which farmers could travel
to market any day in the year. These
farmers would realize better prices for
their products than they do and still
be able to sell to all classes of consumers
at lower prices than is forced by
speculators in the bad-roads season.
If this position is sound, then the duty
of manufacturers seems to be to lend
their every inllucnce to the support of
the Brownlow-Untimer bills which seek
to bring about systematic and scientific
highway construction and improvement
in co-operation with the States. It is
110 less in their own interest than that
of the farmers*, who are their best
patrons after all. And it is no less the
interest of all consumers of farm products
in every town and city in the
United States, and of every railroad
and other corporation employing labor
of any kind, and of every railroad and
building contractor and others having
men in their employ.

Brownlow, member of Congress from
Tennessee, is desirous of hearing from
manufacturers on this question, and
will appreciate any expression of views
thereon that may be sent to him at
Washington.

No portion of the South ran afford to

wagon on a good macadam road should

attended, then, with frequent
miring of both wagon and team. Public
spirit needs to he aroused to tlds
pitiable condition of the great majority
of the highways of the South. No
money can be expended for public improvements
which will bring more
comfort and happiness to a greater
number of people. No money expended
in building good highways ever
causes regret after the roads are completed.

source of pride to all taxpayers and to
