Tli.e officials *?f York county npjmtvu'ly have no wish for. futnr.e political preferment. They are pot acting wisely in the ipatter of offiofnl advertising, in tintt tiny appear ,to fye confining fill of it to ,th?- Yorkyilje papers. This is not only jjoj good lujsinoss, but it in unfair fo the tax-payers of York county. We have no doubt that the Vqtljvjlle papers have a fair circulation, but it is very certain llmt tlp'y do not completely eovt r the county. Here, in Kock Hill, for instance, the largest ? ity * in ihe county, the newspapers get no ortioiul advertising. The 0,000 odJ people here are compelled to remain in ignorance as to the trans actions of the county officials. This is alb wrong. It is a short sighted policy on the part of the officials. We suppose they are J?ke politicians everywhere. When they come np for re election they will be coining to the ltoek iiiil pipers for help. After they get in Wffi.'e they completely ignore tho papers here. The Record will be yery careful about whom it helps. The politicians will learn some day that the Uork Hijf papers ear jy weight, politically. Hut aside from these ycnsops the most important one that the people of this county should be kept fully informed as tp the county government. This cannot be accomplished unless some papers outside pf Yoi'kville are used for the dissemination of the official notices. What say the county officials? Are they content to iguore nineton t lis of the county for the plena ure of giving hII the patronage to the pipers at county sent? Kpck Hill Heoord. The Hock Hill papers are not alone in the matter of no public advertising. The'J.'imes has long felt the effect of the boycott at tile hands of the comity officials. We have repeatedly sought advertising that was of special concert) to the ? people, of this township, but were always informed that the authorities advertised in only certain papars?generally those at the county sent?and for this reason many p*ople hereabouts never knew that the official notices had appeared in print. We had hoped that with the changing of certain officials tlje lirc^ of the present year this ling of "exclusive" advertisers would be broken and that all the papers of the county would be given the share of public advertising to which each is justly due. iiul'tdns!? ? -< A Reasonable Inference. The Newberry Observer suggests 1 lint anti-dispensavyitos adopt the following argument and show that their opposition is not unreasonable) iinnAi* i J ool/l 'Hi - A? ict pv?vi in >;' "i me 41 countI?h in tlin State. If the license system, with lorn I option ? which prevailed when the dispell pary wus established 'us a step toward prohibitioV in IbfiU? had continued up to the preseet time it is riot too much to say that ere now fully one third of the counties would have voted proiiibtion. This in a fair inference from the experience in other Southern States and from the strong prolii bition sentiment that had set in, in this State, indicated by a majority of ten thousand for prohibi tion?a majority tfcnt was throttled when the dispensary was substitu ted. "Some ntsy say we have local option now, with the dispensary So we have, but with the condi tion that 'f prohibition is voted a lax of half a mill will be imposed upon the county voting it the tn ; being imposed for thqsole purpose of continuing liquor-selling in as many counties as possible, "The wholesale liquor sq'lers in and out of the State, and the dispensary advocates are handed togetlier in a conspiracy to compel Month Carolina to continue in the liquor business;and because these forces are yefy powerful the great masa of the politicians are on the ^anie side. But the time will cotne, and w.c believe it is not fur * i?tf either, wbeii the people, stronger than this triple alliance, will flsa in thair might and throw oil fc' I , ' 1? mOf ... m The War. Admiral RojVstvenaky'a squadron I wig readied the Far Fast, and | a ^reat battle with the Jupanoae I naval force under Adiuiral T<?uo is imminent, as the opposing fleets ! are reported dose together. The ! Russian vessels passed Sii tpipore j Saturday afternoon without stop j piiifr- The Heel consisted of six : battleships, nine cruisers, ei^jht lOi'ppuu ixmi uesiroyers, ihree volunteer vessels sixteen colliers, one : salvage ship. one hospital ship, ! < ' ;m<l three Hamburg - American i liners. What the i el dive strength I of the Russian and Japanese j squadions is lit this time is more conjectuio. but it is likely that the! , Japanese ships ?::>> in better shape t | for lighting tii.it: the ships under 1 1 Kojostvensky, for tho latter has Iliad no opportunity to cb-nu the i bottoms of his vessely, while Togo's ships went into dry dock i shortly after the fall of Port Arthur. St. Petersburg is joyous i over the way in which Rojestveni sky evidently fooled Togo by tak. j ing the in >st difc'ct coilise to reach i his dost in at ion, and t hereby t h row | ing the Japanese admiral oil his ! mmrd. It ispeihtips a little too early for the Russians to place I much store by this, for when the two forces do meet, they will likely find that the .Japanese have not I ( b'i'ii u-'gligont "f th?*ir country's; i interests. I: >s evident that the i Russians are basing a great hope j on tho arrival of their squadron in the Far Fast. They probably fig-I ure that with a decisive victory for llojestvensky, they woi)hl he in much hotter position regarding the bringing about of peac > than at present, with no battle worth the name during 1 lie entire war to their credit. Tne most surprising thing about the naval development i is that Rojest vensky actually con J tinui d his jourm y until he reached | Far pastern waters. There has been little doing in Manchuria during tho week, a few I unimportant clashes taking place here and there, but nothing in the nature of a bailie developing. T'lio ! Russians are still sonic distance | south of Harbin, which is doubtless their ultimate destination.? i Chariotte Observer, Monday. Divorce Law of South Carolina. In reply to a question upon the j subject, .lodge lb-net. has given 1 out tin* following information rel- j uiiv'- iu uivinri' in inis rwiuo: (1.) Jf 1 lie lirst marriage was I solemnized in South (Carolina, tin' i second maningc of a divorcer! per-1 son in South Oarolinn would be a i violation of law, would, in fa t, bo | no marriage at all, and would tech i nienllv amount to bigamy, for the | ' reason that a South Carolina mar ; riage is indissoluble except by the ! death, actual or presumed, of one of the pa' ies. A South Carolinu marriage is an invoilub'o contract, which the courts of this State arc powerless to annul. Nor would they concede to the courts of any I other State the power to render | null and void this invoiiahlo mari riago eont . act. < 15.) If the mart iage of a divorced person was solemni/t-d in ' any State where divorces are legally granted, and if the record showed that the divorced person | had been legally divorced, suoli l could lawfully remarry in South 'Carolina, He or she is no longer | husband or wife, but really occupy the B'inie position as an unmarried man or woman, or ns n widow or a widower. Our c mrts are bound to ' recognize that statute, under the ' provisions of the Federal constitution, which prescribes that "full faith and credit shall he given in each State to the public acts, records and judicial proceedings of j every other State.'" At present these boards have a general idea as to their duty, but there is eonsuh ralde negligence in enforcing the law. The S ate board of health, it is stated, will iook more carefully into the law hereafter and will see , to it that the anii-boards do their I duty. The attorney general has i been instructed to draw up a akel ! etun ordinance which will be sent 1 to idl towns and villages with instruct ions to have such an ordi- 1 i nance passer I with slight changes > , to suit local conditions. The law i now not only applies to the stamp. j ing out of local and contagions diseases, but gives boards authori ity to prosecute for selling foods j that are unhealthy or the keeping of nuisances which are detrimental to thq public health. The enforcement of the Jaw, however, is aniQlher matter and it is very doubt* ? ful if the laws will he carried out , until the StMe board takes the matter in hand and forces them to 1 <Jo so.
