Vtr. Wyandham, who was heartily
eli-jred when he arose to speak in the
House, announced at tlie outset that
the government thought cash aid was
necessary for the fulflllmeiV jf the proposed
scheme, but it attached greater
importance to the credit operation
than to the cash operation. He then
unfolded the scheme, which provides
for advances of money for the purchase
of land by the tenants. The advances
will be In the shape of cash arid
not of Etock, but In order to enable
the cash to bo raised a now stock is to
be floated. It will he called "guaranteed"
2*i per cent, stork and will be
redeemable for 30 years. Mr. Wyndliam
doubted if $r?l0,000,ftQ0 of the stock
would be needed. It will be issued at
tho rate of $25,000,000 yearly for the
first three years and afterwards possibly
in larger sums in addition to this
the government proposed a free grant
of $60,000,000 to be sailed by additions
to tho stock, the interest and sinking
fund which will be borne b/ tho
Treasury, and the maximum annual
charge of which will not exceed $1,050,000.
Against this charge on the
Ilritlsh Treasury tho Irish government
proposes forthwith to comtncn< e reductions

to become effective with Justice
Bingham's retirement. The salary of
Justice Pritchard is $6,000 a year for

Heavy Loss By Hizh Water.

to the News and Courier from Seneca, :
S. C., says: The news lias just been
received here that the boom situated
on the Seneca river, at Calhoun, Oconee
county, was washed away by high
water on Monday evening. It was owned
by the Benedict Love Company. It
is said there were over 4,000 logs that
escaped and there will be a loss to the
company amounting to about $3r?,000.
Many bridges on the stream were destroyed,
which will cost the counties
of Pickens and Oconee many dollars to
replace. When the boom broke about
&0 men on the logs were compelled to
Jump and swim for their lives. There
wnre no lives lost, but several narrow '
escapes.
Six Men Drowned.
Memphis. Trnn., Special?J. M. Hood
returned from tho flood district of
Arkansas and reports that at Garvin,
a station on the 'Frisco Railroad,
Saturday afternoon a skiff containing
four drummers and two negro oarsmen
was swept under the track of the
railroad in a stiff current. The boat
was overturned and all six occupants
were drowned. Mr. Hood does not
know the names of the traveling men,
but says they had employed the negroes
to row them across the submerged
territory to Mound City, Ark.,
where they intended to take a steamboat
for Memphis.

Mad Nine Wives.
Erin, Tenn.. Special.?Archbishop
Jones was convicted of bigamy in the
Circuit Court and sentenced to three
years in the prison. The evidence
against the accused charged him with
marrying nine women in as many different
States. One of the wives from
Kentucky and one from Tennessee
were witnesses against Jones in the
trial.
