The one-cent stamps, are a bluish-green, and the colors of the others range from a scarlet to orange, olive green and purple. The British Colonial OOlce, meantime, is considering a new coat of arms design by Lockwood Kipling, father of the poet and novelist, for the new Orange River Colony, which was formerly the Orange Free State. The coat of arms consists of a plain heraldic shield bearing an orange tree and above it a Tudor rose; on the ground are waved lines, the symbol of w hut, lypiiying iiiH mime oiuemiuuteln.
