A deplorable fact which many people in tliia section would like to have explained in why lhe Stale constables watch the border towns BO closely for contraband whiskey dealeis and yet allow monstrous iiliud timers to ilourish in the very hearts of the larger cities of the State. As a proof that such conditions exist we cite attention to the seizure of Saturday morning, when a force of constables visited this place and seized a few gallons of whiskey which arrived here on the morning train, the greater part of which, however, was later relensed, it being learned that the oousigneos wore people who do not tniy it for the purpose of re tailing. Now, it ho happened that on this particqar morning to our certain knowledge there passed through Fort Mill iu a car lot! kegs of contraband whiskey con jsigned to Columbia. Of course,, the constables hero wore not aware of the fact and if they hud been the stutf could not have been sej7,eq ueioro reach inn Us (lestinntion. That it lauded safely in Columbia is made evident by the fact that none of the Capital City papers have thus far contained notice of its seizure. Hence, it would seem that there is a lack of ; enforcement of the law in some j sections of the State, while in other parts it is carried to extremes,; and while The Times would not have it understood that this urtiele is written in defence of the blind ti^ere, it seems to iih that what if? ^ood or bad for Columbia would liavo n like effect, upot) other sections of the State and we are are at a loss to know just, why this ; deplorable state of affairs is allowed to exist. And agaoi. every business man in Fort Mill, without exception, has been for the past month or two exercised over the damaging effect these wholesale seizures have had upon his business. The attacks of the constables have been especially directed against the em pjoyeee of tho Oatawba Power, Company and on more than one payday every package directed to a ' dam" man was seized. Most of these employees are strangers to South Carolina laws, and they will parry home with them strange recollections of a law that authorizes the oontisnntion of the whiskey of nineteen law abiding men because the twentieth illegally uses it.
