A Topekn man, who is not n sal-ion

as the 'motherly old and' she is
said to be, or to find in her the

Washington Post.
"The Wasp from the Walmsh'' is
the new name for Senator Uoveridgp,
of Indiana. Senator Tillman
ei.ristoned him Friday afternoon.
There had been considerable
sharp sparring between I'eveiid^c
and Tillman over their respective
knowledge about farming. Mr.
Tillman had referred to the Indi
tinkiti ii8 "MiK wise man who knew
all about, farming," and Mr. BeverI
Ige 11a?i retorted that farmers used
pitchforks as well as plows. "Ah,"
Haid Tillman, good-naturedly, "we
have got the pitchfork in at last.
Now I'll proceed to use it."
There was more chaffing hack
and forth between the Senators in
a personal sort of way, until Senator
Chandler, who had been itching
to got into the verbal melee,
protested that the Senators were
not addressing the chair, according
to the rules.
"As my distinguish^ d friend from
New Hampshire," remarked Tillman,
laughing, "has admonished
me in the way 1 should go, 1 pre
same 1 had better let this wasp
from the Wabash alone."
"In view of that court eons appellation,"'at
once interrupted Senator
Beveridge, "I am very glad to
see that thesting has had itselTeet."
Senator Tillman laughe 1 out
loud. "The trouble was," lie said,
that the wasp did not have any
sting. He only buzzed mound me,
and 1 had to brush him off.*'

Four hundred and fifty thousand
spindles were represented at tin*
meeting of the Southern Cotton
Spinners* Association held in Char.
lotte last Friday. The meeting was
culled for the express purpose of
effecting a curtailinent of cotton
yariu, and tin* result is that for
four months from March 1. the
production will he reduced very
considerably. This will he brought
about by a shutdown of nijjht w< rk,
as provided for in the following
resolution, which was unanimously
adopted:
"Resolved, That we recommend
all mills to stop ni^ht work entirely
(. ... f !-- l : : * ?
i iuiii iiiwiiiiin, i >rg 1IIII111 .Milt'CI)
1, 1901,nrul that mills running daylight
only stop one ilay in every
week, beginning March 1. At the
expiration of sixty days from March
1, mills stopping night work shall
also conform to arrangements made
herein for mills running day time
only."
Dr. John H. McAden, president
of tho association, says that this action
insures n reduction of f>0 per
cent, lie also says that the night
shifts will not be allowed to sutler,
and that all operatives will be given
just as much work as possible under
the circumstances.

Negroes Worked as Slaves.
A labor contract system, which
is virtually a system of slavery, has
been in existence for some time in*
Anderson county, says a Columbia
dispntch. During the session of
court last week testimony in a
murder ttiitl brought 11 * facts 1 J>
li}j!:1. and .1 ud^e I'euctt i in modi
ately ordered a full investioathm
by the jjpund jury, the rcpcit tolhe
made to a special term next moutih.
In bin ohurue, the judjo' said:
"Since tin; facts first came out.
the case of the State vs. Newell,

the trial of that ease it was d"veloped

the court, it wiih shown that he
was net there as a convict, but was
there under s i-callcd contract to
labor on the farm. It so-nis that
lie was charged I?y Ncwvll with violation
of a labor coiitracl; that
Newell swore out a warrant for his
arrest before Magistrate dames .J.
< ilmer; that 1 he uia^is' rale issued
the warrant, placed it in the hands
of Newell, as a deputy, and that

"Instead of bein?? taken to jail,
as he ou^ht to have been, under
the warrant of ai rest, by some
strange procedure he was t ?l<en to
Newell'n stockade, where it seems
that Newell had some sixteen convicts
at work on his farm. So
gentlemen, here was a poor ne^ro
taken from his wife and children
under a pretext < f arrest. Th ?
machinery of our law was used to

showed that lu' was "iiatdcd like a
convict, made to labor like a convict
and treated in all respects like
a convict. And, indeed, the manner
of his death would seem to indicate
that it was in an effort to'
leave this convict camp that he was
shot as a felon mi^ht lie shot in

of the law.
"(Jentlemen, this is a serious
matter, and 1 charge you that i:

investigation and rtportin*_;
upon this t it at men t of \\ ill 11 u 1I."
The Hull case is an example.
Contracts made out in regular form
have been used to bind negroes to
the service of white farmers. The
laborer amves to "i erform i't nei-.il
farm work under the supervision
of file employer or his agents," for
a staled miiii arid length of time,
and the laborer furl In r agrees "at
all times to be subject to the orders
and commands** of the employer,
who ".shall have the riijhl
to lock me up for safe keeping, and
if 1 should leave his farm or run
away he shall have the riljht to
offer a reward for my eapture," the
reward to be dedueted from the
wtijjeh duo the laborer. The contraet
also gives the employer "the
right to transfer his interest in this
contract to any other parly,'* thus
enabling the employer to virtually
Hell the laborer to another.
This system is in general use in
Anderson county, and some of the
wealthiest and most prominent men
in the county are !? lieved to be
working negroes hnder these con
tracts. The investigation promises
to be sensational.
