Report on the Sixth Inspection of the
Dillon County Chain Gang Made
March 24, 19120, by Asst. Secretary
Brearley.
| After a period of having no chain
^ gang Dillon county has organized one
consisting of trusties. At the time of
> this visit the gang was encamped on
the jail grounds and was making use
of the unsatisfactory jail sewerage
system. If the jail itself were in,
good condition this would be an ideal
arangement, but unfortunately the
gang is often encamped other places.
In this case there are absolutely no
i'.* sanitary precautions taken to protect!
I the health from improper sewerage )
v ~ disposal. This should be remedied byj
digging a soil pit and keeping it in |
good condition. ,
A better tent is needed for t he
men, the present one leaks badly.
The camp grounds could be Improved.
by a little cleaning up, especially by
the removal of the large supply of,
empty tin cans that are very liable,
to breed flies and mosquitoes. The
foreman should also forbid the prisoners
to initiate an<i beat one another;
this is certain to result in trouble
if it is continued. .
Foreman Mclnness is to be commended
for his methods of discipline.'

At the time of this visit the Dillon

County jau was in a uv*riv.
condition, the result of defective
plumbing. The water conections
were in such bad shape that the lower
floor of the jail had recently been
covered with several inches of water.
The jailer's family informed the visitor
that at this time a negro convict
died in the jail of influenza and that
the water under his cot was over an
inch deep the very night of his death, j
The shower baths were unusuable because
of the broken pipes. Conse-j
quently two prisoners had- been con-1
fined from January 1st. to March 24
without having a bath. This almost I
unbelievable state of affairs is duel
solely to the neglect of the county
authorities to have the necessary repairs
made. Jailer McRacken is doing
his best to make conditions in the
jail livable; he had mopped up the
water off the floor and" had placed
tubs under the worst leaks.
Except for plumbing the jail is in
a satisfactory state. The building is
one of the better pqes of South Carolina
and the jailer seems interested
in his work and desirous of making
what improvements he can. .
