Editor T-mes-Mkbsenger: At
the speakiug had here on the 20th
instant, Mr. Ellerbe severely criti
cised Mr. Norton’s policy in voting
for the v ar with Spain aud U>t
the resolution providing for 5
annexation of the Hawaiian
lands.
I commend Mr. Norton for
both votes, they were eminently
correct aud proper and showed
the wisdom of a statesman. The
United States did uot declare war
against Spain. We asked* the
Spaniards to improve their meth-
oa of government. They did not
They would not. They were in
capable of it and could not. /We
then asked them to abandon this
government- In doing this the
United States has paid a debt
thatshe has long owed to civiliza
tion, the demand for the remov
al of wretched government
from the continent. Spain has
shown an incapacity for govern
ment unrivalled by any nation.
This incapacity of government
and cruelty to her subjects has
caused the loss of all of her colo
nies and proviuoea. In war her
heart and art has been cruel be
yond comparison. Nations asd
individuals who thought the Uni
ted States 'a mere boy’ now respect
and reverence the manly spigiv
that shf has displayed for privj

Mr. Ellerbe said that the United
States would find the same trouble
controlling these possessions that
Spain did. Such a comparison is
odious 1 The United States stand
ing as she does for the liberty of
mankind, with such a glorious
listory of progress, can’t govern
heee islands any better than
Spain? If I thought so, then I
would oppose expansion and con
demn Mr. Norton for his vote.
But I favor expansion because it
brings the opportunity to spread
civilization and establish the gov
ernment of the United States,
which has no equal or model on
ths face of the globe.
Of course it brings reiponsibilk
ties 1 But responsibility is a duty
that we court because it afforuft
the strong an opportunity to pro
tect and help the weak—the goo '
to improve the bad
What have we to fear ? Have not
the anglo-ssxons demonstrated to
the world their superiority of
every kind of power and their
ability fo utilize it?
Territorial expansion as involv
ed in this war and the annexation
of Hawaii is an opportunity for
the United States to give freedom,
liberty and good government to
millions of people who are aud
have (x-en oppressed by ignorance
and Spanish misrule. I am glad
of the opportunity and responsi
bility to relieve the oppressed.
The United States should live
up to the opportunity and keep
what she has taken.

About one month ago my child,
which is fifteen months old, had
an attack of diarrhoea accompanied
by vomiting. I gave it such rem
edies as are usually given in such
cases, but as nothing gave relief,
we sent for a physician and it was
under his care for a Week. At this
time the child had been sick for
ten davs and was having about
twenty-five operations of the
bowels every twelve hours, and we
were convinced that unless it soon
obtained relief it would not live.
