SOLDIERS IMPROVING RAPIDLY UNDER WHEELER S CARE. ON A HIGH PLANE. Mu- He said the county schools were a farce under the present system of management. They needed more money and at the same time the people could not stand any more taxes. He believed that the appropriations for the colleges should be cut down and the sav ing in this appropriation given to the schools, citing the usefulness of Wofford and Furman, sustained on smaller sums than was requir ed for the State college, and teach- ing equal numbers of students. We note the following ..erec tions in the report of Dr. llder- tou’s remarks, the types made ur State educational in- stitutions aYH‘too -koaxy,” it should have been “top heavy” and in Capt. McWhite’s remarks, the appropriation for the South Caroli na College was put down at $2,500 instead of $25,000. We did not publish the remarks of' candidates for the office of auditor, treasurer and supervisor, because these offices are clerical and ministerial and in direct touch with the people and no issues were made by the candidates. ' cy made necessary the opening of Nicaragua canal. This would put trade from the east in touch with Port Royal, then with the Atlaptio Coast Line; and he predicted,*that in a few years, Florence would manufacture every pound of cotton made within the borders of the county. He said that as to the speech referred to, ninety per cent of the speeches made ty congress men were not delivered on the floor. At a little past 3 o’clock in the evening, Saturday, the candidates for congress, Messrs. Norton and Ellerbe, spoke to aa audit nee of about 260 citizens. Mr. Elleiba began by saying that he would a$fack only the public acts of Mr. Norton. He then spoke of the abuses of the pension system, the possibility of obtaining a system of rural mail delivery when the county people could get daily mails and said that Mr. Norton had been remiss in in his duty to the people on this line. He then charged that Mr. Nor ton was in favor of the late war with Spain and arraigned him fer voting for the anoexation of Hawaii, which carried with it the assumption of Hawaiau bonds at par, worth only 30 per cent, to the amount of about $5,000,000. That the syndicate pocketed the difference out of the money of the people. That this vote carred an ad wantage to the Sugar Trust &c. He further charged that he found in circulation a speech of Mr. Norton, purporting to have been delivered in Congress, but which Mr. Norton admitted to him had never been delivered ou the floor. Mr. Ellerbe ia a forcible speaker and made a good speech and at times received applause. Mr. Norton was in feeble con dition, having just gotten out o bed. He retorted on Mr. Ellerbe, saying that he was not responsible for the pension system, that the only thing he had had to do with it, was to aid in seenriug a pension for the widow of Gen. W. W. Harllee. That as to rural mail delivery, these mutters were subject to exe cutive discretion. That their grant rests upon the petition of the people, if it be practicable. Another great discovery has been made, and that too, by a lady in thiscountry. “Disease fastened its clutches upon her and for seven years she withstood its severest tests, but her vital organs were undermined and death seemed im minent- For three months she coughed incessantly, and could not sleep. She finally discovered a way to recovery, by purchasing of us a bottle of Dr- King’s New Discovery for consumption, and was so much relieved on taking first dose that she slept all night; and with two bottles, has been ab solutely cured- Her name is Mrs. Luther Lutz.” Thus writes W- C» Hamnick & Co., of Shelby, N. A Ltet«n«r at the Flint Mcetlni; of County CitiDpaiitii u i*ieaiu<<i. Mr. Editor: The campaign meeting for county office*, which was held in Florence to-day, while not large in atieuduuco, was of vast improvement in in irals and tone, and if it is a precursor of that higher plane which ha* so long been pn mised, the people will haii it with delight. The idea that, the majority of our peo ple favor personal fling# and as- persions ou character is erroneous, aud the candidate who has noth ing better to offer his constituents than personal abuse of his oppo nent, aud affidavits derogatory to his character will find himself in the lurch wheu the votes are counted- The private character of the individual is in our sparsely settled country well known to the community, and if his standing is good, the citizens of intelligence will not be mislead by statements refieotiog upon him, which only see the light wheu be aspires for office. And if the choice is be tween men of doubtful antecedents the people will do as the courts do in certain kinds of cases, refuse the relief and leave the parties as they found them. The Legislative caudidatea made a fair showing, aud the general tenor aas to build up not tear down. Some few attacked what they termed the extravagance of the colleges, but when questioned as to their proposed remedy, ad mitted their ignorance. All ad vocated the dispensary system as thd.JKi B t solution of the liquor „af gratifying to nbte th a large n dates I who never used liquor iu any form. While all did well, we heard quite a number of compli ments paid the speeches of Messrs. Wells, Clarke, Ragsdale and Gause. It was generally admitted however, that the speech of the day was delivered by B. B. Mc- White, candidate for the Senate, who went into figures and gave r Jasons, showing that he fully understood our system of govern ment and appreciated its needs. Listener. Aug. 20.
