A provost guard has been established which has civil as well as military authority. MANILA QUIET. General Merritt succeeds admira bly in keeping the insurgents out Manila. The city is quiet. There is no disorder. The insurgents are not allowed to pillage, and so far there has been none of this. TO REPRESENT SPAJN.
