It was then suggested that the railroad officials be seen or cor responded with, in regard to the fixing of rates and schedules for the convenience of neighboring towns. Messrs. B. H. Rucker, R, F. Mr. Editor: Sometime ago you solicited my ideas concerning the road question. This subject has occupied a great deal ot my time, both as to the manner in which roads should be constructed and the means for obtaining the labor necessary. I am thoroughly convinced that the old slave law of compelling farmers and farm laborers to keep up the roads is both unjust and in sufficient to do the work that is needed for the travel of this day; while everything else is improving at such a rate, 1 think the roads should be improved to vie with other things in proportion. Now 1 insist that it is a great imposition on the present source of building and keeping them sp, since every interest and enterprise is as dependent upon ami as much benefited by the roads as farmers and farm laborers. True their use of the roads is not so direct as that of farmers, but their existence is dependent on them and they couldn’t exist without them. What could the railroad without them ; or the mere or the banks or any other prise? They couldn’t exist And yet, Mat do they ward keepings them up ? R- C. Starr, L. H. Meares and S. D. Rogers, was empowered to use its own discretion as to the methods of advertising, for which purpose it was allowed $25. The association then reverted to the arrangement aud fixing of the program for Monday and Tues day, Sept. 5 and 6. To end the exercises of the first day, it was decided that Mrs. Theo. Kuker be requested to get up an entertain ment of some sort to be presented at the opera house on the evening of Sept. 5, the proceeds to go to wards paying for the hose wagon. With thii, the program for the first day was completed. The pro gram of the second day, Septem ber 6, was decided upon, aud is as follows: At 9.30—Reel races. At 3.30—Bicycle races The day to be concluded by an entertainment given iu one of the tobacco warehouses, under the di rection of Mrs. J. L. Barringer The proceeds of this entertain' meut were also voted to the debtednees of the hose wagon. A committee consisting of the following was appointed to range for tLe firemen s tourna meat: J F. Stackley, E. M. Matthews aud W. J. Wilkins, and the music committee as appointed of * Messrs. Kuker, John Hoftman, W. H. Darby, Willie Maurice Sessoms. After this the meeting journed more people. , An eight-foot close fence will be erected around the track which will help considerably in shield ing the racers from the wind. The cost of the track with buildings is about $1,250. Mr. W. J. Wilkins bas the con tract, and his work is said by all io be very satisfactory and a credit to the citv of Florence. -■■■ "" I. .1 . What 1 propose will cause tie merchants, truckers, and banfetfS, property holders in the county\jf Florence, to pay about one tenth of this tax. The railroad will pay about one fifth and then the rest will come out of the laud, stock, and owners of other property un less we fix a certain amount to be done by the handi or be paid into the treasury for this purpose. The present system osunot do the work that u needed; for in stance, hands can’t haul sand aud clay to harden the sand beds and mad holes, the two grant im pediments to travel, without stock, and this is the most paying work that I ever didou a road. The same stock will carry five times the amount on good hard roads they carry on them in their pres ent conditions; or with light loads and bicycles from three to ten times the distance in the same length of time, aud with pleasure instead of dread. You well know, Mr. Editor, and a great many oth ers, thut I am iu favor of either giving a side walk to the walking people or relieving them uf the harden of keeping up the ruads. To force a man out without furn- ishing him tools or food aud with out pay and make him rob his own toot by taking the earth from under it and throwing it to the centre which is the general way of working, and then for birr and his wife and daughters to be run out of it by horses, mules, and oxen, when be more than likely ow ® 8 u °t °U8 of them, aud is com pelled to make his way as best he can in clay or mad, or cross the ditch may bt. and take through the woods or fields, is au outrage on civilization. The people that are keeping up and opouing roads ure the people who have uo use for more than four feet of road, and I am of the opinion that iu justice to them we should place at least all of their labor or contri butions for their benefit and pass laws to protect them.
