RULES AND REGULATIONS OF THE BOARD OF HEALTH OF THE CITY OF FLORENCE, SOUTH CAROLINA. CONTAGIOUS DISEASES AND QUARANTINE SEC. I. It shall be the duty of every physician who prac ices medicine In the City of Florence, 8. C., to report to the Board of Health or its regularly accrediated officer, within a reasonable time, (not longer than 24 hours) after diagnosis, any call of the following named diseases, together with such other data as tha Board of Health may deem necessary for a complete record:—viz mm -- Diptheria, Membranous Croup, Measles, Mumps, (Cerebro-Spinal epidemic), influenza, Meningitis, Infantile Paraly* sis, Scarlet Fever, Sceptic Sore-throat, (Streptococic), Smallpox. Whooping Cough. Typhoid Fever. Tuberculosis, Chlckenpox, Syphilis. Gonorrhea and Chancroid. SEC. II. It shall be the duty of the head of any family in whose home one of the above named dlseaes occurs and to which no physician is called, to report the occurence of the disease to the Health Officer. SEC. UI. In case of the occurence of certain diseases hereinafter listed and. designated as nuarantinable dis eases the person or persons suffering with such diseases must be isolated and confined to a definite portion of the residence or premises to which all oteer occupants are to be denied access except the immediate attendant or nurse these to observe such precautions concerning thefnselves and others as shall be prescribed by the Health Officer or the physician. 8EC. IV. All artie'es carried from the sick-room, such as: dishes, various utensils, bed line.ns, and soiled clothing, must be disinfected immediately on leaving the sick-room in such manner as the Health Officer shall direct; the material for said disinfection to be furnished by the City wiihout cost, on application under the direction of the Board of Health. . *v- ' ‘ SRC. V. In the inception or during the progress of a quarantinahle disease the Health Officer shall have the right to establish an absolute quarantine and after notice no person except a State, County or Municipal Health Officer or a physician attending the case, shall have the right to enter or leave premises so quarantined without the per mission of the City's Health Officer. SEC. VI. During the ouarantine or isolation period the h->ad of the family or the person in charge of the premises where the quarantinahle disease is located, shall be responsible to the City’s Health Officer for the enforcement ot the quarantine regulations, together with such special directions as the Health Officer may see fit to give for the protection of the Public Health. y . ,.v SEC. Until two successive cultures prove negative. Until two successive cultures prove negative. Until catarrhal symptoms disappear. REGULATIONS FOR DAIRYMEN. ‘ • ff .* « * » . • £EC I Dairymen having contagious or infectious diseases in their families or in the families of their assistants or helpers in caring for the herd or in the preparation or delivery of sweet milk or cream, shall neither sell, deliver, or give away sweet milk or cream to anyone In the‘City of Florence. 8. C., unless they have the written pertnis ion of the Health Officer to do so. . . SEC. il. AH dairymen shall conform to the Just and reasonable demands of the Board of Health or it's represen tative as to equipment and methods in milk production, sale and delivery. SEC. III. Dairymen shall obey all directions of tt)e Health Officer concerning the delivery of sweet milk or cream to places where there are cbntagious or infectious diseas*. SEC. IV. Dairymen shall furnish from time to time such quantities of sweet mtlk or cream without charge, as the Health Officer may demand to make the proper tests for fat, total solids, bacterial content, cleanliness and purity. SEC. V. All cows furnishing sweet milk or cream In the City of Florence. (8. C., shall be tuberculin tested by a graduate veterinarian once each year at such times and in such a manner as the Health Officer shall direct. SEC. VI The Board of Health or it's accrediated officer 8'iall have a legal right of access to the premises of all dairymen for Inspection purpose*. . SEC. VII. A license shall be issued to each dairyman wit i three or more cows in his milking herd. Each (license shall have a nutnber. SEC. Vlll. Wrmitf. will be issued to each dairyman with less than three in his herd, and such dairymen shall fur nish the Health Officer when called upon to do so me nam »s and addresses of their regular and occasional custom ers. - : ' . , SEC IX. The dairymen to whom this permit Is Issued, agrees to read and be governed by these regulations of the Board of Health and If he shall fajl^to observe these regnlutions on conviction of such failure he spall be subjected to a fine of not more than one hundred dollars or impris mment for not tnore than thirty days and after such con viction. the Board of Health or the Health Officer shall have the right to revoke this permit for a definite or an Indefinite time thereby debarring the dairyman from selling, delivering or giving sweet milk or cream away in the City of Florence, S. C. RESTAURANTS, HOTELS AND BOARDING HOUSES REO. I. All places in the City of Florence, S. C., where cooked food is sold to the public, shsll at all times con form to the reasonable instructions of the Board of Health, or its Health Officer, relative to:—-the handling, storing preservation or serving of foods, the condition of premises, and ihe health, cleanliness and hahite of nil persons having to do with handling, storing aftfl serving of food at such places. SEC. II. All hotels, restaurants, cafes or hoarding housvs. required hy ihe city to have a Hoeitse. shall, on apply ing for a license, furnish the City Clerk and Treasurer, with :i permit to conluct such business, signed by the City Health Officer, Tor which permit there shall be no charge. > ^SBC. SEC. V. All places in the City of Florence. R. C., where food is sold to Hie public, shall, at all times, conform to the reasonable instructions of the Board of Health or its Health Officer relative to:-—handling, storing, or preserv ing foods, the conditions of premises, and the health, cleanliness and habits of all persons having to do with hand ling or storing of food at such places. All meats, fruits and vegetables must be kept well screened at all tiffien. ARTICLE HI. VENERAL DISEASE EJEC.I. III. Reports to Health Officer shall give color, sex, age. marital conditions, occupation, kind of infection. Its duration and source. SEC. IV. If the infected person has no physician or if physician does not believe that his instructions are being followed, the Health Officer shall protect the public health by carrying out the regulations of the State Board of Health made and provided for such cases. ‘ _ ? , 8EO. V. No person in the City of Florence, S. C., having a veneral disease, shall be permitted to engage in any work, pervice, occupation or calling where, in the Judgment of the Board of Health, of the Health Officer, the public or any portion thereof maybe subjected to possible con tag'on or infection. 8KC. VI. In case this regulation be knowingly violated, both the person so violating It and his em ployee, should he have one, shall be held guilty of failing to abate a nuisance and so punished If convicted, and if the employer conducts his business under a City license said licence may be revoked. RFC. VII. 'The Health Officer shall have the right to require a certificate of health from any person, the perform ance of whose usual duties or work m:ght reasonably endanger the public health should such person have a con tagious disease. Phis certificate shat! in all cases be made and signed by a physician. Tse certificate shall give name, sex, color, age, place of residence and occupation of the person examined. It shall state that said per- son is free from contagious diseases and In addition it shall state that a thorough examination has been made for each of ihe following diseases with findings: Beabies, venereal'Hscase and tuberculosis ? The common towel or the common drinking vessel fn public places. 3. Standing or stagnant Water in cellars, under houses or in low places. 4th. Rotting or denying putrid or piibrescent vegetable or animal matter.
