REVISE BY-LAWS.
New Chamber of Commerce Plane
Will Be Extensive
The membership of the chamfrer
of commerce was 465 at 12 o’clock
today. There are several prospects
who hare not been seen and will
make the membership 600.
From present indications the 600
mark is going to be reached by per
sons voluntarily coming into the of
fice and applying for membership.
More than 50 members have been
signed up by persons coming into the
office and stating that they have not
been solicited and want to become
members.
The work of revising the by-laws
of the chamber of commerce to make
provision for the general re-organiza-
tlon, involving the centralization of
the leading civic activities of Flor
ence in the chamber of com men
and their classification according to
active and virogous bureaus for the
wholeinld .-hlelb&nts the retail mer
chants, Hhe farmers, the private citi
zens and other .interests who are
members of the chamber of cominer
ce.

Your editorial lu Friday’s issue of
the Florence Daily Times prompts
the writers to give some interesting
facts about the Florence schools.
Enr^llpient 1910—1019; 1920—3,300
in round numbers.
Teachers 1910, 20; 1920, 65.
Credits H. 8. Inspector, 1911—9.6
units; 1920—21.5 units.
In 1911 our schools were rated by
the state high school Inspector in
Class “D”; in 1913 they had been
raised to Class “A”, and now iu 1920
they are In the very forefront of class
"A’*. A diploma from the Florence
High School admits pupils to all col
leges in the SoutRern Assocla-
ciatlon without question, while
In 1911 Winthrop College had to put
graduates in a preparatory class
called sub freshman class. Every
Florence county scholarship to tho
Citadel, in recent years was won in
competitive examinations by a Flor-
eneh high school boy. Every Florence
county scholarship since 1912 to* Win
throp, for which a city girl was eligi
ble, has been won in competitive ex
amination by a Florence High School
girl, save one, and there was no ap
plicant for that one. Every member
of graduating class for six consecu-.
tive years, 1914-1919, has won before
the county board of education a teach
er’^^w-tifleate on an examination*in-.
tendef(!tor,teachers and not for High
School pupils.
It is interesting' to note from the
report of lire State High School In
spector for 1919 the number of pu
pils graduating from High Schools In
the* state as follows: Florence 45,
Columbia 22, Greenville 32, Sumter
27 Alt the rest graduated a much
bUrtlber. Jt will be noted
from above that we are holding
a larger per cent age of our hoys and
girls tht&ugfi" Ihe eleventh grade than
any other high school in the state.
There has been no friction in the
school. A more loyal energetic and
efficient teaching corps than the one,
working year after year, with of
course a few exceptions, and these
were changed as quickly as was pos
sible, for the training of the children
of Florence could not be found in
this or any other state. There has.
been practically no, friction with pu
pil Or patron. There baa not been,
an appeal to the Board from any de
cision of the superintendent. A few
cases have been considered by the
Board in ten years, but they were re
ported by the Superintendent.
During ten years no vote has been
cast against taxation for the schools
at any citizens meeting. Three bond
issues were carrtpd practically unaUl
mously. Every request made of the
citizens for money and building has
been granted. Not only has the en
rollment more than trebled, but the
work, administrative and clerical, and
responsibility, has increased in a like
proportion.
During the ten years in which Prof.
Brooker has been in charge of the
Florence achorLs there have been but
two pupils graduating from the High
School who have been reported as
having failed, and upon investigation
it was stated by the President of the
College that their failure was due
-lolely to a lack of application and to
no lack of their preparation In the
Florence schools.
The report of the Southern Asso
elation of Colleges and Preparatory
schools for 1919 shows that Florence
Is among the few towns in Its class
which did not have unsatisfactory
pupils reported.
The signers of this statement are
in a minority on the school hoard and
hesitated very much about rushing
into print but feel that the exigen
eies of the case demand it. We feel
that a grievous mistake has been
made by the Board in failing to elect
Professor Brooker aa Superintendent
for next year, and that a great wrong
has beenfdone him. When this mat
ter was Voted upon it was decided
that the Board should be unanimous
in its position, in spite of the fact
that we felt and stated that we were
convinced, that a mistake had been
made.

feeli-;g we consider the position of
the bop;d perilous. We feel also that
the sitnution should he brought to the

The regular citizens meeting on May
21 will be too late to help the situa
tion very greatly.

BEING GRAYED
RAILROADS UNABLE TO MAKE
DELIVERIES OF CEMENT FAST
ENOUGH
Road -construction in all parts of
the South is being delayed by the In
ability of the contractors' to get ce
ment shipments through. The rail
roads claim the y are go pressed
with perishable freight Just now- that
they cannot guarantee delivery of
cement.
In the effort to secure relief from
this condition road builders, contract
ors, county supervisors, and highway
men held a conference at Raleigh
Friday with representatives of rail
roads from all parts of the country
Supervisor A. L. Erwin of Florence
was present at the conference. His
Interest being the progress of the
concrete road between Florence and
Tlinmonsville.
Mr. Erwin states that this work is
being held up for want of -cement, 1
while the contractors should be re
ceiving a car load of cement a day,!
he has been informed that there Is
only one car on the road and nobody
knows just now where that is. The
contractors have their equipment
and tabor here and are suffering
from the delay no little expense.
