LEO BLESSES SPAIN AND IS NEUTRAL.
London, April 26.—The Rome
correspondent of the Daily Mail
says:
“Cardinal Rampolla, the papal
secretary of State, declares that
the Vatican will observe the strict
est neutrality. The pope desires
prayers only for a speedy conclu
sion of peace. He considers the
singing of te deums for victories
an utterly uncorg'uous proceed
ing.
The Rome correspondent of The
Standard says: “Thequeen regent
asked the blessing of the pope
upon Spanish arms. His holiness
replied that he sent it from the
heart and hoped to see a vindica
tion of Spain’s rights which had
been trampled upon.”
GERMANY WILL BE HANDS OFF.
Loudon, April 25.—The Berlin
correspondent of The Standard
says:
“Germany will take no steps pre-

probably, joiuTn any intervention
on Spain’s behalf. It is evident,
therefore, that the meeting yester
day (Saturday) at Dresden, be
tween Emperor William and Em
peror Francis Joseph signally
failed to bring Germany into line
with Austria.
