President’s MensaBe Kxpeeled T<»-day nt
Nuon—Spnlu Wants the Maine Ouestiou
Submitted to Experts.
Washington, April 10.—At the
close of the second cabinet meet
ing to-night it was announced that
the President’s message undoubt
edly would go to Congress at noon
to-morrow. On the best authori
ty obtainable, it was stated -that
the meeting was devoted wholly to
the consideration of additions to
the message of the latest note from
Spain, advising this government
of the declaration of an uncondi
tional armistice.
The suffix to the President’s
message merely recited this latest
event in the development of. the
Spanish question, giving the Sub
stance of tbe Spanish note and
“recommending the earnest atten
tion of Congress.” Otherwise the
message stands unchanged.
After the meeting, one member of
the cabinet said the Spanish Dote
had not altered either the message
or the situation. “It is mefijly,”
said he, “what Spain has .fbeen
asking for all along—more lime
It does not touch the 8itng|ion,
and tbe ai
precisely as it was before—mf:
stating the fact of this last devel
opment.”
ArmUtlec Without Couditiona.
The Spanish government, through
its minister at Washington, Senor
Polony Bernabe, to-night delivered
an important document to the
State Department, stating that the
armistice which the Queen Regent
of Spain had commanded General
Blanco to proclaim to-day was
without conditions; thac her
Majesty’s government had grant
ed liberal institutions on the is
land of Cuba, which the coming
Cuban parliament would develop;
recalling the condolence and sym
pathy expressed by the Queen Re
gent and her government on the
disaster of the Maine and tbe hor
ror this disaster had occasioned in
Spanish hearts; and appealing to
the courtesy and sense of justice
of the United States gdvernment
to enlighten public opinion npon
the attitude of Spain. The note
also repeats the offer of the Span
ish government to submit the
Maine question to experts desig
nated by the maritime powers of
the world.
This document was the official
notification of the Spanish gov
ernment to the United ©tales of
the granting of an armistice and
its essential terms. Minister
Woodford’s dispatches last night
had briefly stated the fact that an
armistice had been agreed upon,
bat it was not communicated as
coming from the Spanish govern
ment. To-day’s communication
cleared up misapprehension on the
most vital point of Spain’s con
cession, namely: that the armis
tice wis without conditions.

Key West, April 10—“Tell the
Olivette to get under way at once,
Captain Cowles. Signal the Bach«
that the United States fleet is
ready to clear out of Havana, and
please follow the Bache out.”
These were the words of Consul
General Lee at 5.15 yesterday after
noon, as he stood on the poop of
the Fern, with a group of corres
pondents around him. It was
evident to all that General Lee
intended to be the last to leave,
and a murmur of applause went
around in supportofhis intention.
The Evelyn had already passed
Morro Castle when the Olivette
weighed anchor. The Bache was
close behind and the Fern was the
last of the line. The wharves and
boats on both sides of the narrow
entrance to the harbor were crowd
ed with Spaniards, who hissed and
etch boat passed put.

Another great discovery has
been made, and that too, by a ladv
in thiscountry. “Diseasefastened
its clutches upon her and for seven
years she withstood its severest
tests but her vital organs were
undermined and death seemed im
minent. For three months she
coughed incessantly, and could
not sleep. She dually discovered
a wav to recovery, by purchasing
of us a bottle of Dr. King's New
Discovery for consumption, and
was so much relieved on taking
first dose that she slept all night;
and with two bottles, has been ab
solutely cured. Her name is Mrs.
Luther Lutz.” Thus writes W.

A NoI<mI AtlantM ('Din.
For four years I have been af
flicted with a very troublesome
nasal catarrh. So terrible has its
nature been that when I blew my
nose small pieces of bone would
frequently come out t>f my mouth
and nose. The discharge was
copious, and at times very offen*
sive. Mv blood beejame so impure
that my genesal heallth was greatly
impaired, with poor appetite and
worse digeetiep. Numerous med-
for the open sea, she passed near
the Maine wreck. The group ou
deck had been laughing and talk
ing, expressing their satisfaction
at leaving Havana. With one ac
cord, each man defied his hat in
salute to the brave dead, while si
lence fell on all for the space of
several minutes. General Lee be
ing on board the Fern made that
boat a target for redoubled hisses,
groans, cat-calls and whistles from
the crowds on shore.
“Get out, Yankees, swine!” was
among the mildest expressions
used. This seemed to strike every
one oji board as ludicrous. Vice
Consul Springer, who had been in
the island thirty years, waved his
hand to particularly abusive group
saying in tones loud enough for
all to hear: “Wait, wait, my
friends; we shall all be hack
soon.”
There was one pretty incident.
On the Cabanas shore a British
steamer was unloading at her
wharf. As the Fern passed, the
Union Jack was dipped, while the
English crew gave a hearty cheer.
It is needless to say that the com
pliment was returned with all pos
sible gusto.
Two Inky Ways.
There was a man who advertised
But once—a single time.
In spot obscure placed he is ad.,
And paid for it a dime.
And just because it didn't bring
Him customers by the score,
‘•All advertising is a fake,”
He said, or rather, swore.
He snemed to think one hammer-tap
Would drive a nail clear in;
That from a bit of tiny thread
A weaver tents could spin.
If he this reasoning bright applied
To eating, doubtless he
Would claim one little bite would feed
Ten men a century.
Some day, though, he will leara that to
Make advertising pay
He’ll have to add ads. to his ad.,
And advertise each day.
