We Rote from the Sumter cor respondence of the News and Courier that, in the coming mnni- •ipal contest in the city of Snm- tsr, "the issue around which the greater amount of interest will •entre is that of the license tax.’ It seems that at eue time the council attempted to impose a li cense tax on the clerks and all other salaried men. An indigna tion meeting was held and the riot act read to council. The li cense ordinsnoe was repealed and that year no tax was collected. Last year the city council adopted another ordinance leaving out the salaried men, but many of the business and professional men hay# signed an agreement not to pay it. The mayor has declared ing executions ne an? imprisonment on failure to pav it and the.oircuit judge at our last term of court decided an appeal case iu favor of tie right of the city to enforce collection of the license tax in this way. As we understand it, a license tax is sn official permit to carry on a business, trade or profession, its purpose uot being to pro hibit. On the other band, the sole purpose being to raise revenue, it is, iu au enlarged senee, a tax and in equity it should be made to fall in jnst proportions, not only upon the classes taxed, but on the indi viduals of such daises and should net be made more odious by n- sort to criminal process in the en forcement of the right.
