When asked what disposition
should be made of Cuba, Gen.
Hampton expressed a strong dis
approval of annexation. “We
have enough bad voters in this
country now,” said he, ‘‘without
taking in any more. It would be
well for the United States to «xer-
cise a protectorate over both Cuba
and Hawaii, but 1 am unalterably
opposed to annexation.”
The most surprising part of Gen.
Hampton’s talk was the low es
teem in which he held Gen.Nelson

Protest of Chicago Negroes.
Chicago, Feb. 28.—Two thous
and Afro-Americans at a mass
meeting held to-night entered
solemn protests against the recent
assassination of Postmaster Frazier
B. Baker and his infant child at
Lake City, S. C, and memorialized
President McKinley and congress
to take prompt action to punish
the murderers. The resolutions
adopted recite that effective steps
should be taken to put a stop to
lynching and proper protection af
forded every citizen without regard
to color. The gathering was in many
ways remarkable. In point of num
bers as well as in personel it was a
most emphatic and significant pro
test.
Among the speakers was Mrs.
Ida B. Well-Barnett, of the anti
lynching league.
