Various interpretations were put on the expression * forward half completsly destroyed.” This was regarded as a partial confirmation of the theory that the forward magazine had exploded, as that is one of the most important por tions of the forward half of the ship. At the same time it was held by some naval authorities that the destruction of ths forward half ef the ship did not necessarily mean that the forward magazine had exploded, ss this might be still in tact although a part of the gener al wreckage. Havana, via Key West, Fla., Feb. 28.—The situation, which may lie changed at any moment by fresh discoveries, may be sum med up, when this dispatch is sent this afternoon eubstautially ae fol ia we: The divert having diseovered the oaaee of brown hexagonal powder for the 10-inch gun unexploded and believing also that lote of un exploded powder would be found in the 10-inch magazine on the starboard aide forward, the con viction growe that this magazine did not blow up. If this be so, and many have insisted from the first that it is, the first conviction is forced that the explosion which wrecked the Maiae came from the outside on the port bow. As previously wired, the main portion of the wreck is seen from above and noted from below was blown from the starboard. Th# highest American officials here are confident that Gen. Blanco and the other high Spanish officials had no knowlsdge direct or in direct of the conception or execu tion of a plot to blow up tbe Maiue, if such a plot existed, but they believe that th* junior Span ish officers, from the nature of things are more conversant with modern explosives than their elders and superiors, were at tba bottom of the dieasUr, if there was any outside agency. It is pointed out that it would not be impossible to plant a mine of wet and dry gun cotton to bear where a foreign war vessel was directed to anchor, such a mine connecting with an electric battery on ahor* It is regarded as an interest point that the Maine, for the (• st time during hef stay in the 1 moor lay at the particular r.pct where the whs at the time of the catas- throphe, and, it is said, though not officially verified, that the Maine was the first foreign war vessel moored to this particular buoy since the troubles in Cuba grew acute.
