Appropriation Bill Receives Atieatloa. A Number of New llllle latreduoed. The house of representatives, when it reached its general orders yesterday, sidetracked everything else and took up the annual ap- priation bill. It gat along beauti fully with it until the appropria tion of 11,000 for the general ex penses of the State board of health was reached. Then a debate in which much was said in criticism and defense of the State board, about vaccination, about smallpox, about the inability and ability of doctors to diagnose smallpox, and about a little of everything else, was begun. The appropriation had been £2,500 last year, and it was proposed to put it back at that figure. Finally, just before the recess for dinner, the house by a vote of 33 to 68 declined to adopt the increase. Yesterday was the last day for the introduction of new bills and the big white papers came in thick and fast. The most notable of new bills introduced were those on the same subject introduced by Messrs. Rogers and Ilderton, de signed to compel common carriers to transport members of the gener al assembly, State and county offi cers, judges, solicitors and sheriffs from place to place when on offi cial business.—The State, Feb. 2.
