New Orleans, Sept. 28.—The
yellow lever situation here contin
ues exasperatingly the same. A
daily average ot 18 to 20 cases
and two deaths has kept up. But
while there is no sign of an epi
demical visitation, the slow pro
gress ot the disease puts obstacles
daily in the way of the merchant
public, who are anxious to again re
sume trade with the surrounding
country. The record to-day was
not unlike that ot many other days,
in that it showed a death through
sheer neglect of the patient.
Twenty-one cases up to date have
resulted fatally. The facts are in
controvertible that at least half
died through neglect or lack of at
tention.
During the 24 hours ending Tues-
day, September 28, at 9 p. m. there
were: cases ol yellow fever, 19;
deaths, 2. Total cases of yellow
fever to date, 179; total deaths
from yellow fever to date, 21,
AT MOBILE.
Mobile, Ala., Sept. 28.—The
noon report of the board of health
to-day showed the effect of the ex
cessive hot weather of the past six
days upon the populace. The
number of new cases recorded for
the past twenty-four hours was ten,
all ol the patients having been
taken ill from the 23rd to the 26th.

wards, Miss.', Sept. 28.—Total
cases to-u.y> 21; total cases to date,

number seriously ill, 6; number
convalescent and up, 90; total
deaths to date, 8.
The yellow lever situation seems
to grow worse daily. Five out of
the six mentioned as seriously ill

vomit. The fever is fast mowing
down the white male population,
and at the present rate a few im
mune nurses and doctors will soon
have complete control of the town.
A Golden Cannon.
A cannon made of solid gold,
mounted upon a carriage of rose
wood, and inlaid with costly gems,
is the unique bauble of warfare
that has come into the possession
of the imperial army of Berlin.
This singular guu was presented
to the Berlin army by the mana
gers of the Hamburg Museum, in
whose keeping it has been for two
centuries. It is valued at $20,-

Governor Ellerbe yesterday fol
lowed up his official proclamation
in regard to the removal of the
constabulary by issuing the follow
ing circular letter, which has been
sent to every member of the force
in the State:
Columbia, Sept. 27, ’97.
Mr. , State Constable:
Sir: Governor Ellerbe directs
me to notify you that your com
mission as State constable expires
on the 30th day of the present
month by virtue of his proclama
tion of this date revoking all such
commissions. You will at that
time send me your badge and pis
tol and any other property you
may have belonging to the State;
also ship to the State commissioner
any contraband goods you may
have seized and on hand at that
time. Very respectfully,

When asked yesterday if he had
officially noticed the authorities of
Charleston of his action in the
metropolitan police matter, he said
that no notice had been given. The
law simply required when such
proclamations were issued that the
proclamation be published in offi
cial form at least once in some
newspaper at the capital of the
State. This requirement had been
complied with. Private Secretary
Cooper stated that as an act of
courtesy he had sent official copies
of the proclamation to the Charles
ton board of police commissioners
and to Marshal Martin.
On every side the action of Gov.
Ellerbe has been most heartily ap
proved by all classes of people.
Down at the dispensary yesterday
Commissioner Vance would have
nothing to say about the result
likely .to follow the change. He
said, however, that notwithstand
ing the original package stores, the
dispensary was still shipping out
the usual amount of goods and the
money was coming in regularly.
He does not seem to think that the
opposition is amounting to any
thing.
