the end moans a rush, a rush
means slipshod legislation, and
•lipshod legislation means trouble
thereafter. In matter^ >f such
■upreme importance it is wise to
make haste slowly.

among the masses of the popula
tion on account of a number of
luddeu.deaihs which have occurred
in one street, oome ten vays ago
a report was circulated here that a
ease of bubonic plague had been
discovered.
This was pron ptly denied by
the health officials and others, but
the precautions taken t‘> guard
against the introduction of the
plague from Bombay or Karachi
to this port were redoubled.
Under the circumstances it is
not extraordinary that .he au
thorities were greatly alarmed
when the report was first epreau
that a case of bubonic plague baa
been discovered, but it was not
until to-day that the general pub
lic became frightened, it was an
nounced that nine deaths bad oc
curred on the same stfee* within
a few days, and of course the
plague was blamed, rightly or
Wfougly, in every cse. The
health officers declare tnat all
nine cases were deaths from # “iu-
and known as the “Bailie Mann tract,”
and bounded north and west by lands
of Lizzie Coleman, east by lands now
or formerly of A. J. Finklea'and the
said river, and south by lands of G. C.
Finklea and others; Tract No. 6, con
taining eight hundred acres, more or
less, bounded north by lands of W. F.
Claussen, on the east by lands of
DeBerry, south by estate lands of J. 8.
Gibbs and James Hinds and on the
west by estate lands of J. I.. Hunter
and lands of D. L. Oakley, the same
being known as the “Wagener Tract;”
Tract No. 7, containing five hundred
acres more or less, known as t he “ Brag-
don Tract,” and bounded north by
lands of G. M. Brown, east l>j lauds of
M. L. Munn, south and west by lands of
W. E. Finklea; Tract No. 8, containing
one hundred acres, more or less, and
bounded north by lands of W. E. Fink
lea, east by lands of C. M. Wise,south
by lands of W. E. Finklea and west by
the “Cole Place;” Tract No. 9, con
taining two acres, more or less and
