% ! VoL. II. FLORENCE, S. C.. SATURDAY EVENING. DECEMBER 14.. 1895. No. 112. BOARD OF HEALTH. The Report of the Health Officer Shows the City in Better Condi tion Than on the First of June. The regular monthly meeting of the Board of Health was held at the office of the health officer in the city ball at 7.30 o’clock last night, with the following members present: Dr. F. P. Covington, Dr. Wm. Ilderton, C. D. Bristow, M. L. A. Gardner, R. C. Commander, and the Secretary and Health officer, Henry H. Husbands. The meeting was called to order, by the President, Dr. F. P. Coving-! ton. The minutes of the last regular j meeting were read and adopted. •{ The committee that was ap-| pointed at last regular meeting to.j examine the low lots on Evans street belonging to Messrs. McLen-1 don, H. S. Rose, King & Rhodes, | James Allen, Welling and Co., Je- j rome P. Chas**, Jr. f :tud C. H. Prince, reported that they had, Complied with ‘heir duties, and | iVd had the owners thereof duly j notified to have* the lots in ques-' lion properly drained and leveled, : or filled up and leveled, but as yet - no steps had been taken to comply i with the order, except in the case | of C. II. Prince, and Mr. McLen-1 don, who asked that the matter rest until after Christmas. The report of the committee was adopted, the time requested was ordered given to Messrs. McLen don and Prince. The special committee reported that they had examined the sewer pipe between the city hall buil ding, and Bank of Florence, also the old fire well on old graded school lot and had notified the! owners of the nuisances in the; f ormer mentioned "case. The par-j ties were ordered not to pour any-; thing more in the pipe, except clean water, in the latter easj the matter was referred to city coun cil with instructions to leave same : filled up at once. Upon motion it was ordered' that if the owners of the low lots' do not comply with the orders of j this board by the time of the next meeting, that the secretary tum- mon each of them before the board > for a hearing of the case. The report of secretary and , health officer, H. H. Husbands: was then read in substance it is a* follows: Sec. 1. .Str ws that there . has been rccordeu in his office from June 1st to Dec. 9th 32 deaths, and 49 births. Sec. 2. Shows that for same period 197 bunches of fish and 7 gallons of oysters had been con demned, as unfiit for sale and had, had same removed from city. Section 3, shows that the condi tion of the sanitary department of the city, is now in a better condition by 75 per cent than it was on the first day of June. The sanitary carts are doing their work promptly and efficiently. Section 4 shows the financial condition of the board of health, the total footings of which are as follows: Amount received from the sanitary collection from June 10th to Dec. 9th. $502.30 From fines $12.50 $514.80 Total amount of expenses for the same period, the salary of the Health officer, cart drivers and of fice supplies for the . board of health $412.25 leaving a balance to the credit <>f the board of health of $102.55. The average monthly collection ns made by the health officer from sanitary dues amounts, for the same periods to $83.71$. Section 5 refers to the official notification of owners of low lots, old wells, and sewer at city hall building, etc., which were declared as nuisances by this board, show ing that parties had been duly notified. Section 6 refers to the toilet closets at both the white and col ored graded school building which are now r and have been for some time in an exceedingly bad condi tion and he recommends that the buildings for both male and-fe male at each of the schools be made larger, more comfortable and the proper disinfectants used. The two at the colored school, says the report, are in terrible Condi tion, ;uid in direct violation of Rule f>, all of which should be remedied at once. Section 7 refers to the sewer on Evans and Dargan streets also a number of ditches or drains in the city which he recommends should be oh-aned out before tipring. The repot, was taken up by sections. Sections 1, 2, 3, 4, and 5 were re ceived as information. Section G was referred to a com mittee consisting of Ur. Wm. II- derton ami health officer Hus- fmuds, with power to take such action on the matter as they deem best and to notify the board of school trustees as to what must be done. By request of Dr. Ilderton Dr. Covington was added to the committee Section 7 was laid over till the February meeting of the board for action. The Becr3tary was ordered to purchase a book containing a car bon pad for his office. The meeting then adjourned to meet again January 10th at 7-30 p. m. The Constitution. Each house may punish by imprisonment during its sitting any person not a member who shall be guilty of disrespect to the house by any disorderly or contemptuous behavior in its presence, or who, during the time ot its sjtting. shall threaten harm to the body or estate of any member for anything said or done iu either house, or who shall assault or arrest any witness or other person ordered to attend the house in his going thereto or returning therefrom, or who shall rescue any person arrested by order of the housa: Provided, that such time of imprisonment shall not in any case extend beyond the session of the general assembly. Sec. 14. Tne members of both houses shall be protected in their persons and estates during their attendance on going to and return ing from the general -assembly, and 10 days previous to the sitting and 10 days after the adjournment thereof. Kut these privileges shall not protect any member who shall be charged with treason, felony or breach of the peace* » Sec. 15. No bill <>r joint resolu tion shall have the force of law until it shall have been read Jhree times and on three several days in each house, has had the great seal of the State affixed to it, and has been signed by the president of the Senate and the speaker of the house of representatives: Provid ed, that either branch of the gen eral assembly may provide by rule for a first and third reading of any bill or joint resolution by its title only. Sec. 19. Each member of the general assembly shall receive five cents for every mile of the ordi nary route of travel in going to and returning from the place where its ses-buis are held: no general assembly shall have the power to increase the per diem of its own metnbe.*«; and members of the general assembly when con vened in extra session shall re ceive t he same compensation as is fixed by law for the regular ses sion. Sec 20. In all elections by the general assembly, or either house tiievei't, :v, the members shall vote l, viv« voce,” and their voters, thus given, shall Lo entered upou the journal of the house to which they respectively belong* Almost Wiped Out- Jacksonville, Fla., Dec. 13.— The town of Titusville in Brevard count y was nearly wiped out by fire this morning. The fire origina ted in U; ! in burg’s store and the circumstantial evidence against the men is said to be strong. Many threats have been made against the men to-day and lynching was , feared to-night* To prevent this many special officers were sworn in and the jail is now throughly uuarded.
