However well founded the use! ? ' paay be, is for others to say: but it is common knowledge (to all except those who do not want to know) thatj the present head of our educational department has been entirely too ar- j bitrary and strong-headed in.the conduct of the affairs of the office. The, Legislature makes large annual ap-. propriations for the schools of the j ft&te and places the appropriation v where it may be drawn upon by the > j state superintendent in accordance with the law. It is not then a ques- ! ticn of which community or county, thw superintendent will favor with! aid: it's a question of which commun-' ity or county complies with ihe re-' quirements of the law. ! The Dispatch-News has been informed that Mr. Swearingen has done a lot to help the schools of Lexington County. Would it not be nearer to correctness to say that the people of Lexington County (and of' ? V?r\ 'kaln^l V* om , think so; and we made no threats as 'to those who conld not vote for Mr. Hope. This is a free country, and every mart has the right to vote for whomsoever he likes; But it is one thing for free'citizens td discuss men and places, and it is quite another thing t for tho^e to.. spea]c...wha have " the proverbial "ax to grind." The Dispatch-News has nothing, to win or lose on. Mr. Hope or> Jtfr.'.Swearin gen, but we are deeply interested ir the welfare , o? the public school system of. the sta^e, and we want to see it in the hands of a reasonable and broadminded man. We hav.e said i : . ~ nothing against Mr. Swe&ringen's personal character, and we would like to admonish those who criticise us in our position that those who live in glass houses should not throw stones?some nice, little pet window might get smashed! The editors and owners of the Dispatch-News are not politicians and we are net playing politics. We do not hold any public office and do not want one! Whether Hope or Swearingen be elected, we will not havq to work with either except as a private citizen. If our readers knew anything against Mr. Hope that would disqualify him for the office he seeks, our columns have been open for?such discussions; and if Mr. Swearhigcn isn't big enough to stand for just criticism, he is too little to hold any office?and, yet, he wanted to be governor! If Mrj Swearingen had made such an enviable reputation as stn'.r superintendent, why in the world didn't he'Vemain in the race for governor and run on his reputation as superintendent ?. In our last week's article, as in this one, we have' nothing personal against Mr. Swearingen; but his record Is open to inspection and criticism. If we don't like it, we have a riffht to sav w>. If we ckjose to support some other man for that^ high office, we have the right to do so. ,, WAR"MEMORIAL FUND. Sometime t ago, the Dispatch^Newi called attention to the fact that Dr. Rice B. Harmon, of Lexington, had deposited the sum of |26.00 with the' Bank of Western Carolina, and a similar amount with the Home National Bank, subject to the check of, any committee, or persons duly author-* | izefd, for the purpose of erecting-some' I suitable memorial, or monument, on 'the Court House Square to the mem! ory of all soldiers and sailor^ from : Lexirifton County- who lost their lives [ in the service of the United States f during the World War. The princlj' pal sum deposited and the interest 1 i there on now amounts to $55.75. We thiniC this was a very fifife ar.d' | ? . - ' > ' / < , ; -i* - * ; M t thoughtful act" bri the part <n Dr. 'Harmon, and the Dispatch-News /would be pleased to see this idea put in some concrete form.'We are all proud of the monument which now graces the public square in memory( of the soldiers who lost their lives fighting for the cause of the Southern Confederacy; and it seems to us ' that the people of Lexington County should join in this work of erecting - a suitable mark to the memory of those valient sons of Lexington who 'now sleep in the dust of their native ' land, or who art* still resting in the peaceful fields 01 France, and who sacrificed their lives tha we might l;ve in peace and security. Dr.fi Harmon is to be commended for his thoaghtfulness and fine spirit in 'being the first citizen of the county j'to lay down fifty dollars as a beginning of the fund which ought to be raised by our people and applied to the purchase of some fitting mark of respect to our deceased heroes. We hope it will not be long before this fund will have grown sufficiently to permit the proper persons to enter j;into a contract for the erection of a jyshaft or tablet.
