|By JULIUS 13. SHARPE,. Comity
I Superintendent of 'Education.
It is expected that quite a large
number of Lexington county teachers
will attend the State Teachers'
Association which is being held in Columbia
Thursday, Friday and Saturday.
Holidays are being granted
Thursday and Friday.
The next regular meeting of the
County Teachers' Associatibn will be
neld in the Lexington High school
building, Saturday March 18th. The
program and a full announcement
will be published in next week's
paper. This will probably be the
last meeting and every teacher it? i
*
urged to attend.
The question of State Aid lias been
worrying both teachers and trustees
for some time and in order that they
may be in possession of the facts concerning
the status of each particular
class of schools, the following letter
from Mr. Swearingen is quoted:
"Supt. Julius 13. Sharpe.
"Lexington, S.
"Dear Kir:
'.Your letter of March 13th concerning
State Aid came this morning.
'Under the Appropriation Dill as
finally passed, 1 now think that all
rural graded school applications can
be paid in full. 1 hope to pay these
applications during March. Money
shall be forwarded as soon as the
State Treasurer informs me that
money is in the treasury.
"High school explications under the
General law will probably be paid in
full. Of course, it is impossible for
me to determine every detail until
the facts concerning outside enrollment
and attendance have been reported
. This money shall be sent
out perhaps about May 10th.
"Vocational classes will he paid in
.full. This money will be sent out
about May 15th or L'Otli.
"The payment of equalizing applications
is a birr problem. The postponement
of taxes complicates this
situation almost beyond measure. Iri
effect, taxes will hardly be collected
now before September, although the
resolution of postponement says June
let. The loop comes in the clause
"Provided," That executions shall issue
June 1st, but shall not he put
in the hands of the sheriff for collection
before September 1st,
"My present plan is to take the
auditors figures for the three mill
Constitutional tax and also for all
local district taxes. Upon this basis
equalizing applications can be calculated
and payment can be made during
the first haif of June.
"All those questions shall be fully
discussed at the soring conference of
county superintendents. I shrill call
this dtjnforonce as soon as the I.awr
have been,considered by the Governor
and either signed or retained for
future consideration. The legislative
session was protracted by twenty
days. This unusual length will interfere
somewhat with the whole situation.
During the last week of
March, however, 1 shall he in a position
to decide many of these question.'
and decision cannot be had before
thnt date. According to my information,
the Governor is still handling
new Acts, the Comptroller General is
checking up the Appropriation 1 til!
and the State Treasurer is trying to
get enough money i" pay (laisns.
"1 hope your trusties arc advi-dug
all their patrons to pay their in
order to protect the schools.
"Yours respect fully.
