Persons who have been followin " the Arbuckle trial have doubtles noticed that in the state of Calif or nia murder is not a bailable offenct and should the motion picture acto be finally charged with that grav crime instead of manslaughter, h will be compelled to await the tim of his trial in a jail cell. We have ; way in South Caroliha of loosely con fusing murder and manslaughter ii the lay minds, though our courts am laws make a proper distinctior Should our laws be so changed as t . make murder: an offense for whic] hail could not be had there might b a little more discrimination in makin] out indictments. It appears that sue! a law would not be unreasonable. I would certainly have a wholesome ef feet in preventing continuous delay oi trfals on grounds that to the la; mind appears light technicalities, an< _ in this respect at least tend to expe dite justice. The whole of our prac tice leans more or less toward th criminal. A little change might b t ' made in the interest of public safety A good place to begin would be t make murder an offense for which n bail .could be granted. There will be one new factor in the next eampaiprn with which few of the old time politicians appear to take into consideration. Since the last election thousands of women have been added to the list of eligible voters. Their general attitude toward things political is an unknown quantity. Their general participation in the voting might easily upset many well laid calculations. The idea seems general that as a rule they will not take part. But the calculations may be upset.
