The principal sections agreed upon
today were those defining foreign
traders and foreign trade corporations,
providing the same treatment
for personp.1 service corporations as
for other corporation* and fixing the
basis for determining gain or loss in
accord with decisions of the supreme,
court. Some minor changes in the
house language were made for the
purpose of clarification, it was stuted.
Senator Smoot > (Republican) of
Utah announced today it was his plan
to withhold his bill embodying the
sales tax plan and offer it as a substi
?tute for the house bill as amended
by the committee. Should the committee
reject it, and* the general belief
seems to be that it will, the Utah
senator plans to offer it in the senate.
The" finance conwnittee will meet
again Monday to continue its work on'
the house bill with a view to completing
its revision befoi'e the end
of the week. Six -major alterations
?s recommended by Secretary Mellon
ore before the committee but Jthe
probability is that a . number of
changes will be made also in administrative
features yet to be acted
upon. i
TEXAS FLOOD CAUSES
BIG LOSS OF LIFE
Houston, Texas, Sept. 10.?report
from the weather observer at
Taylor, Texas, to the Houston
weather bureau at 10:30 o'clock tonight
states that 23*63 inches of rain
t
has fallen there In the last 24 hours.
An official message frbm Valley June
tion states tnat valley Junction, near
Hearne, Texas, is under water. Practically
all communication out of Houston
to points in the flooded area are
broken, but meager reports show
considerable areas Effected.
San Antonio, Sept. 10.-??With the
known list of dead standing at 40
this afternoon, police officials still believe
estimate of 250 lives lost as a
result of the disastrous flood which
struck this city early Saturday morning
to be a conservative one. No
attempt has been made to estimate
the property damage, but it is certain
to run into millions of . dollars.
Because of the continued swollen
condition of the three streams, which
caused the flood, the work of recovering
the bodies is progressing slowly
Great piles of driftwood which
have lodged in trees and against
bridges, when removed, it is feared
will reveal additional' dead. Many
bodies also are believed to have floated
down stream and may never be
accounted for. '

tions are well under way, A thoroughly
organized relief .committee has
began caring for flood victims and
health officers are engaged In a rigid
dlean-up of the city,
"Worst In City's History.
Reports coming from' outlying sections
confirm the fear that the flood
is the worst in the city's history.
Streets in some instances have been
swept clean?almost their entire
lengthy Houses in the southern portion
of the city were lifted from
their foundations and piled one upon
another or in some cases driven entirely
through adjoining buildings.
Dead animals line the banks of the
streams.
TUe flood waters from the San An
tonio river from Alazan creek antl
small tributaries inundated an area
approximately two miles long, onehalf
mile wide, including the heart
of the business section and a- portion
ot the residential section along Rister
avenue and adjacent streets as
well as the thickly populated west
side, where today thousands of Mexicans
are homeless and the dead not
yet counted.
These w&re the things visible to
the eye when day dawned cloudy and
gloomy and threatening but what occurred
in the blackness of the night
when scores of men, women, children
met death in the oil coaled waters
of the -flood, as houseB collapsed],
bridges were swept out, trees and
electric light and telephone poles
crashed, is something that will never
be known in detail. Countless acts of
heroism are current, as civilians and
soldiers braved the current and
floating debris to carry women and
children to places of safety.

TEACHING FORCE
Clemson College, September .S.?
There will be no change in teaching
stair or in the courses given in the
agricultural department's resident
teaching work for the coming session,
and the prospects are for a good year
of effective work, says Dr. F. H. H.
Calhoun, director. There will ' be a
general strengthening of the courses
given, and also the probable addition
of an elective in foreign languages.
The division of agricultural education
is adding two assistant professor^ who
are to give a good part of their tinie

which will be used by the division as
