To The Editors, The Dispatch-News: " I read with>a great deal of Interest Senator Crosson's article In your issue of Wednesday, September 7 th. ( As a resident and taxpayer of Lexington county, 1 will thank you to print my reply to this article in 'as conspicuous a place as you printed the fv ; article of Senator Crosson. " In the beginning, let me say that I have no desire to gel into any controversy, with any one, in reference to the proposed "cut off" of Lexington county. ^ However, there are some things in Senator Crossjn's article that I think1 should be corrected,' in ord^r that we may keep the record i straight. According to Information from Auditor Dent's office it appears that tho levy for school district No.'29, of which Brookland is a part, will be at least 46 mills this year; that is after the* 5 mills have been taken off, which Benator Crosson calls attention ta in his article. The tax levy for school district No. 1 in Richland County, of (which Columbia is a part, only paid 44 mills last year, and I am Informed by the auditor of Richland county that it will not be any higher this year. So you see that should Brookland vote to .come into Richland county, and should Brookland township be established, that the levy for Richland county will be less than in Lexington, county. As a matter of fact the tax levy of Brookland .toWnship, should we vote into Richland, would even be less than the Columbia township levy, due to the fact that there are several items of taxation which the people of Columbia have to pay I that we .would not have included in our levy. I notice that Senator Crosson says . that he is. informed that the people of Richland county have not paid anything on the bridge which connects Columbia with Brookland. For this information, I beg to advise, that v at the time the bridge was made a free bridge Columbia township, and not Richland county, assumed this entire indbetedness, which amounted to, at that time, $75,000. Since that time this debt has been reduced to . $24,500, and there is now in the sink ins fund. 116,802 to apply against this 124,500.00 which will only leave a balance due on the bridge .across the Cdngaree river o^ $7,697.3.7, all of which can be easily retired in one yea5*4 time"'by the Columbia township. Let me state right here that in case Brookland votes into Richland county we will not have to assume any part, of this bridge debt, as the balance due of $7,697.37, will be paid by Columbia township, and no other part of Richland county has ever paid one dollar to apply on tihtfs bridge. The tax levy in Richland county will be two mills less this yeqr, on account of the fact that at* the last t session of the legislature the two mill property tax for good roads was suspended. This will not only jipply to Richland and Lexington county, but to every county in the state. Furthermore, Columbia township, in which the city of Columbia is located, pays over three-fourths of the entire tax of the couniv. Thia nf course does not apply to the Special levies voted by the various townships for special purposes. The senator is again in errop when he states that the indebtedness of Richland county amounts to $3,100,000.00. He included in this amount ro&d bonds, bridge bonds, jail bonds, etc. As a matter of fac? the bridge bonds have been practically retired, as I have shown above, a large sum has already been set aside in the sinking fund for the jail bonds, and the two million dollar road bonds are now being retired, and a considerable sinking fund has already been created for their retirement, Another thing to consider is that the taxable property in Richland ctounty amounts to nearly thirty mil lion dollars, and I dare say that when we figure the taxable property in Richland county, and in Lexington county, and the relative debts owed by the two counties you will find that our own county of Lexington oWcs as much money in proportion as Richland does. S^eral years ago a certain section of Lexington county, known as the Dutch Fork, voted to come into Rlch-v land county. It is not necessary for mo to call/to any one's attention the fine lands in the Dutch Fork. Upon investigation, I find that farm lands in the Dutch Fork section of Richland county are returned for taxation at $4.00 per acre. Upon further investigation I find that farm lands on the Richland side of Congaree river are returned for taxation at $5.00 per ,1 ' . . ES IN DETAIL DSSON'S ARTICLE I acre, the highest farm land in the county being $10.00 per acre. I wonder how Lexington county's assessment compares with this. In reply to the Senator's article in reference to land returned at $100.00* per sue, j. una upon investigation that the only land returned at $100.00 in Richland county, is land that adjoins the city of Columbia, that has been divided Into front foot lots and sold and buildings erected thereon. Upon further investigation I find that none of the money realized from ,the sale of road bonds can be spent inside the incorporate limits of the city of Columbia, all of this money has to be spent In the ruraf districts, notwithstanding the fact that thti people of. the Columbia township pay \ three-fourths of the bond issue. A great many of the people who live in Brookland work in Columbia. A great many of these good people arc not fortunate enough to own land, but Still thev have to nnv ronrl fnv T was very much surprised upon investigation to And that the road tax in Richland county is only a dollar per year, whereas the road tax in Lexington county is five dollars per year. An old Lexington coun ty boy, G. Miller ??leq.zer, is count superintendent of education of Rich land county. Last year Richlan "tAmty spent more ^money on thei public schools than any other count in the stite of South Carolina, not withstanding the fact that Richlan county does not rank as the wealth! est county in the state. Can Lexingto cobnty say as much? Is it not a fac that even today there are quite number of school teachers in Lexing ton county, who have not had the! ' salaries paid for last session's work At the present time Richlan* i county has four complete chaingang working county roads. This is in ex cess of the work that is being don by the Richland County Highwa Commission and the State Highwa Commission. I do not think there i any doubt, but what if we voted int Richland county there would be avail able immediately one of these chain gangs for the Brookland township, t work our sadly neglected streets an< roads. I also tind that although the people ti of Columbia are very anxious for us | 1 to join Richland county, stil at the J i same time they have been very con- i i servative in their promises made us. a X have not found a single person up to the present time, who does not warht us to come in,- but I could not help but be impressed by the conservative manner in which they have made pro'mises as to what they are going to do for us, when we get in. Master Clyde Roof gave a delightful birthday party to a?host of his friends %n Wednesday, August 31st. Ir was his fifteenth birthday. It was also the seventh birthday of little Miss Ruby Shealy who was hostess with him. These were games and gayety for! all of the little folks. Some of the older ones too.
