The Dispatch-Xews is compelled because of engine trouble and a balky linotype to omit several items of news j and several good letters from corres- ; pondents in various sections. We | ask our readers and corerspondents j to bear with us, as the trouble was unavoidable. i TWO WRONGS DON'T .MAKE A j RIGHT. The communication of Mr. F. A. j Lown, in defense of Rural Policeman Asbill, charged with shooting at the automobile of Dr. Rice B. Har- ; mon, adds nothing in justification to ' what has already * been 'published, j Since the matter i"s going to the ; courts The Dispatch-News concurs in the magnanimous wish of Mr. Lown to have a jury pass upon the question of fact raised between the rural j policemen and Dr. Harmon. Dr. Harmon is fully capable of speaking for himself, and insofar as Mr. ; Lown's references are to him v.*e 1 leave it to Dr. Harmon to make reply.! The Dispatch -Xews has no desire to i prejudge the case. With Mr. Down and all good citizens it believes that! all men are equal before the law and it does not believe that even a rural" policeman is above the law. But it; also believes that the majesty of the f law can best be vindicated in the' courts of justice, established for that purpose. The Dispatch-News is not; in sympathy with reckless and unlaw- i ful driving of automobiles. Neither is it in sympathy with shooting on 1 the public highway. It believes, that the roads should be safe from flying bullets as well as flying automobiles. It would require a greater i gift of imagination than is possessed i by The Dispatch-News to bring itself j to the belief that a shot in the ground ! would afford any protection from a j dangerously speeding car which had; already passed the person menaced. As to which is the more dangerous a j speeding automobile or a flying bul- j let, we prefer to take our chance | with the auto, which can be seen. i Certainly we agree with Mr. Lown 1 that all peace officers have disagree- j able and ofttimes hazardous jobs, j and we are more than willing to up- j hold their hands in the proper dis-! charge of their duties. But Mr. j Lown's statement of the affair does not change the opinion first expressed by us that the shot was unnecessary. The Board itself is j not organized as a banking institu-j tion, but merely as a supervisory body, having general sui?ervision subject to the express reservations in Section -i of the Federal Reserve Act. In your letter you touch upon one of the difficulties in the present situation. You say that "the "Southern banks are so tied up with loans carried over from last years that they] are unable to l'unctio nin their usual I I manner and make loans for c urrent j business out of their present re- i sources." A considerable number of the member banks in teh cotton dis-i triots are not rediseounting at all, and j of those that are rediseounting more] than one-half are rediseounting very j heavily. Many member banks are! carrying loans in larger volume, no doubt, than their own direc tors j would like to have them carry, and I j i know of some member banks which are very reluctant to add to their contingent liability as endorser on an\ terms. Whiie the suggestion made in youi ' I letter raises a question of banking: policy which should be determined bvj the Federal reserve banks themselves, rather than the Federal Reserve Board. 1 may say that 1 do not believe any advantage would be gained ! in having an understanding that any new loans will not be counted as part i of the bank's regular line. Xo loans! can be made bv any Federal reserve bank except with the endorsement of a member bank, and the endorsing, bank's liability is there, whether it is! regarded as part of the regular lino] c.r not With tin* concurrence of other! members of the Board, I am sending' i eopies of your letter to the Governors! >f the Federal Reserve Banks ol j Richmond, Atlanta, St. Louis. Kansas! Gity and Dallas, with the request that | it be brought i > the attention of their j i < spective boards of directors, and j suggesting that eah bank, as prompt- : ly as possible, make a public an-! rouncement of its policy regarding ! cotton loans. It is the Board's view, and the Board has so advised the banks, that it is the duty of the di- i rectors of each Federal reserve bank to give consideration to all applica- j tions for rediscount of eligible paper, i and that the directors of each Federal! reserve bank or its duly authorized j officers must be the sole judges of the J soundness and desirability of paper offered for rediscount. The Board feels assured that the Federal reserve banks* are fully in- j formed of the conditions in their re- j spective districts and that they will j adopt a broad and liberal policy in assisting their member banks to meet the requirements of the situation. At school they receive the same kind of schooling as any high school gives. The whole I scheme of the school is of a civic nature for no person or persons receive I any of the profits of the school. Students from the Textile Industrial Institute will put on a house to house canvas in town some time during the month of July or August. They will show samples of this wonderful cloth, and will have cuttings from old garments, good as new, which have been boiled in soap and powder thirty-six times.
