Editors Dispatch-News:
I noticed a protest in your last
week's issue as coming from the
Farmers* Union, in reference to appointment
of county commissioners
and censuring the delegation for not i
filling this board, at least with some
farmers.
Now, I think that if the author of
this resolv .ion, or the union (for

which I have the mgnesi i tsatu, ,
would at least before expressing
themselves in the manner of the resolution,
have made any effort to have
inlormed themselves as to who was
appointed on this board, they would
not have given voice and expression
to such a resolution.
Now, let's investigate this matter
and see who composes this board. (I
am not responsible for published error.)
First- Mr. James M. Barr is a farmer
and lives in the country, and I
will say that he is a very scientific far*
mer and has as nice home and farm,
fixed by his own brains and hands, and
raises more crop per acre?especially
oats?than any man who voted for the
resolution of protest. Moreover, he is
also an engineer and excellent surveyor
and is a gentleman and well
qualified to be on this board, and you
will disabuse your minds that he lives
in town and is at the head of the Barr
Woodworking and Coffin Factory.
That is his brother. He has no interest
in it and devotes himself entirely
to his farm, where he lives, and is a
good farmer.
Second. Mr. W. H. Witt is one of the
largest farmers in Lexington County,
and probably, and it is thought, that
he is one of the most successful far
mers in the county and that does not J
debar him from other business qualifications.
He is a fine business man
and is entitled to be on this board and
we want him on it.
Third. Mr. B. H. Barre is a farmer
and lumberman (the county needs
lumber)?a man of clear perception
' and judgment?a man of unimpeachable
character, fair and honest in his
dealings,- and will make a good commissioner.
Besides, he is energetic,
and for his qualities we need him.
Fourth. Mr. James Hiller is a far- I
mer and merchant?a man of excellent
qualities and habits and of good
business judgment. Besides, he is
near the center of the Fork and is a
capable and worthy man to place on
this board, and, like all the others,
will help to make a board of excellent
and efficient commissioners.
Now, gentlemen, so much for the
standing and character of the gentlemen
appointed on this board. I want

to say to you that you are in error
that you are not represented fully on
this board. I further want to say to
j you that I probably have in the past
1 years spent more time and money in
the interest of the cotton grdwers and
farmers without remuneration than
any man in the county. Your interest
is my interest. I am not against you
but for you. I am still in the farmer's
fight. I am a farmer too and
| never lose sight of that. These men
I were selected simply because of their
business qualifications and their location.
and I want to say, just here, that
under the new county commissioners'
bill which repealed the two former
conflicting county government bills, it
was not the intention to do this in
order to expunge the members yet on
the old board, but to so make a law
as to give them some voice and authority,
as they had none before and
could do nothing?and for the betterment
of the roads and the county affairs.
Besides I personally nominated
the four gentlemen who composed
the old board, but neither was elected.
These were all excellent gentlemen,
but like all must meet the fate ot
elections?we all take chances.
Further, members of the Farmers'
Union, prior to the session of the general
assembly you came before us and
requested that we cut out the truant
school officers. It was done, j
You did not ask for a board
of farmer county commissioners, but
you have practically gotten them.
Besides, I know of no constitutional
law that debars an elector, or a man
in any honorable avocation in life, i
from aspiring to office in South Carolina
or Lexington county under our
form of government. This would be
class legislation and I don't think you
want that. These men, selected on
this board, are honorable electors of
Lexington county and of South Carolina
and while I am not speaking for
any one else of the delegation, nor
have I seen or talked with either of
them, but, so iar as j. am whwj m-u,
this is a majority transaction and in
the appointment of these men there
will be no change if they will serve.
I will stand by them and for them.
With all due respect for everyone
else and I hope for the good of the
county every man of them will serve.
"Some are displeased if you do and
some are displeased if you don't."
Why didn't you all commend us for
granting your request and for reducing
your taxes and other commendable
things in others' estimation. I
have interceded with the state highway
commission and have gotten
$15,000 more, without cost to Lexington
county, for good roads, which you
all want. Is it harder to commend a
few good acts than to condemn one,
which was .an error on your part?
As a delegation, representing all
the people of the county, we have
tried to do what we thought would be

half of all the people. Will you help
us? 1 am still a farmer and will always
be interested in his interest.
Times are hard and financial conditions
are critical, but I am always optimistic.
I hope every farmer in the
Union or outside will see the importance
of diversification and the reduction
of cotton acreage. together with
a very economical purchase and use
of fertilizer, as it will take the best
of judgment and economy to get us
back in proper line.

together with the author of the resolution.
