WILSON H) \ hiU
TARIFF MEASURE
Washington, Feb. 14.?Developments.
centering around tariff legislation,
came fast in congress today.
They included:
Declaration by Minority Leader Underwood
in the senate that he had
received assurance that President
Wilson wouldi veto the Fordney
emergency tariff bill, not by a mere
withholding of his signature but with
a comprehensive statement giving his
reasons .coupled with a final attack
on Republican congressional policies.
Announcement by Senator McCuniber,
Republican, of North Dakota
that a vote on the Fordney bill probably
would be obtained tomorrow
flight.
i Statement by Chairman Fordney of
the house ways and means committee
making definite the intention' Of
Republican leaders to press legislation
revising, the. permanent tariff
through the extra session, before attempting
consideration of taxation,
f The Fordney bill was pulled out of
its pigeonhole for several hours of
debate late in the day. Nothing came
of it, however, although it had lieen
expected that a vote would be had on
the amendment-of Senator Smoot, Republican,
of Utah, changing the import
rates on sugar from thfose accepted
by the senate finance committee.
Senator Underwood was reticent
about his assurance of a presidential
veto.

speculation among senators on both
sides of the tariff question. It- was
generally accepted that as a result
, of the White House / attitude the
Democrats were more than willing
to let the measure go to a vote where
all senators' records could be proved.
At any rate the session today gave
no evidence of the parliamentary

jockeying and delay which characI
terizt-d the earlier debates on tariff.
Plans of the Republicans leaders
concerning revision of the permanent
tariff were made public in the
form of a letter by Mr. Fordnev u
Representative Frear, Republican, oi
Wisconsin. Any program, Mr. Fordney
said, which did not contemplate
immediate action on revision of the
tariff net would not be
in accordance with the "overwhelming
expression of the people in the
November election."
The house ways and means committee.
its chairman indicate, will
launch into the work of framing the
new tariff law immediately after the
hearings, now in process, are concluded,
probably within the next few
days. The bill then will be made
ready for introduction and consideration
in the house in the early days of
the extra session.
DEFLATION IS IMPRACTICABLE!
/?.
(Manufacturers Record. Baltimore,
Md.)
Reginald McKenna, formerly financial
secretary of the British Treasury,
now a dircetor and chairman of the
London Joint City and Midland Bank,
Limited, an expert in high finance,
with a broad vision of world affairs,
last week at a general meeting of the
bank stated, according to the .cable
dispatches, that i the Government's
proposed' deflation policy, involving
dear money and rigid restriction 01
credit,' was impracticable.
Permanent monetary deflation, he
said, could be accomplished only by
a reduction of purchasing power,
which would necessitate a decerase in
the amount of the great war loans
. outstanding. Curtailment of the war
loans, in turn, would be contingent
upon paying a part of the national
debt. s This pyament could not be
made by additional taxation, but by
economizing expenditures. "Any attempt
at deflation of this kind would
only end in the strangulation of busi*
ness and in widespread unemployment.
Any premature attempt at
monetary deflation by methods which
do not touch the causes which produced
inflation must lead to disaster."
So speaks one of the foremost
financiers of the world, and every
wor dthat he utters is the solemr
truth. They have not sought to deflate

in England as the hobby-riding pawnbrokers
of America have done. While
we were deflating1 England was stili

There is not an honest financier in
the world who does not know that *
' the scientific and honorable way to
deflate is to increase production and .<
cut down wasteful cost in produc- <
tion. Members of the Federal Re,
serve Board repeatedly so stated. But
that process was not fast enough to
i suit them. They knew that they had
it in their power to compel deflation
' by refusing to let money be loaned,
without previous notice to the pub- ;
lie and without public hearings of any ;
kind, so they decided to go.ahead on 1
that line, knowing the disaster that would
result.
When any man ';says that the, panic
through which we have been passing
was inevitable, he is either ^financially ?
stupid or he has a motive for pretending
to believe what he knows is ,
essentially not true. The return to.
