It is now loss than two weeks until
the general election, which will b?
held Tuesday, November 2, at which
the voters will choose presidential
electors, who m. turn will select a
president and vice president. United
Statees senators and congressmen aro
to bo elected at this election as well
as stale and county officers.
H. P. Fulmor, the Democratic nominee
for congress in this, the Seventh J
district, will be opposed by a negro
lawyer of Columbia on the Republican'
ticket. For this reason Democratic
County Chairman C. M'. Efird Is
urging all Democratic voters to appear
at the ballot box and roll up a
hie: majority for the Democratic nominee.
For the tlrst time in the history of
this country women in every stato will
have an opportunity to participate in
tho-clection. The effect of their
participation will ^.e watched with inf
xerest.
In the doubtful states the campaign
is being waged with the utmost
vigor. Governor Cox, the Democratic
nominee has lived up to his nickname
of "Fighting" Jimmie and has carried
the war into the enemy's country.
Great importance will attach to the

of the nation has been made the paramount
issue of the campaign. Upon
the result of the election will hingo
the decision as to whether or not the
United States will ratify tho treaty of
Versailles and the League of Nations,
the Democratic nominee having come
out squarely for the League while the
Republican nominee is equally as opposed
to it.

Thirty-three amendments to the
South Carolina constitution are tp bo"
voted on by the citzens of South Carolina
at the general election on Novembere
2. The chief of these is the
amendment to change the fiscal year,
making the state's yoar run from July
t
1 to June 30, instead of from Jan. 1 j
to Dec. 31, as at present.
The legislature which meets in January
will have to make the largest
appropriations ever made at any
one session of the Geueral Assembly,
because of the change in the fiscal
year. If the people of the state vote
for the changed fiscal year, the legislature
will have to appropriate funds
to opcrato the state government for
a year and a half, beginning with
January 1, but ending with the r.ext
fiscal year, which under the amendment
would end June 30, 1922. However.
tho tax payers would have "tt
year and a half in- which to earn
their taxes for this period, so that the
burden would in the end be equalized.
The change in tho fiscal year is favored
by all state officials and persons
familiar with the state government.
It is necessitated because of the fact
that appropriations made by a legislature
under the present system, are
dated back to January 1 every year,
leaving a two-months period, from
January 1 to the time when the legislature
appropriates Marcjh T. jfor
which there are no state funds available.
The new plan will also enable.
all state departments to.wind up tlieir
year's work and complete their .reports,
in the- time between June 30
and tho next session of the general
assembly in JAnuary.
