RETIRING SENATOR SETS OUT
CONSTRUCTIVE MEASURES
CHAMPIONED DURING
TERM.
To tbe Citizens of Lexington County.
The year 1916 you elected me your
State Senator to serve four years. My
term Expires this year, when you will
elect my successor. I have rendered
you the best service I was capable of
and trust it has met your approval.
The world war, adopting the Eigh
wuui nuicuuiilcui io iuh constitution
of the United States and progressive
acts of the South Carolina general assembly
for education, highways, health
and other measures fostered by the
State, received su?h splendid support
that the 1917?1920 period will be
.. memorable. As your sepator, I feel
that I owe it to you to give a brief
import of my record, which I shall do:
I served on the following committees
vis: education, enrolled bills, public
buildings, railroads and internal
improvements; medical affairs, finance,
police regulations, the last of
which I was/ chairman. l?exipgto'n
county measures I favored, viz: capitation
road tax; road tax to be expended
on roads in the township in
which it is paid; rural mail routes
made public highways; school trustee*
appointed in April, one each year, sd
that two will always hold over; ap
propriation to build courthouse annex
and purchase fixtures and supplies for
it; dividing the county inio four districts
and appointing 1 commissioner
from' each district to serve two years,
so apointed that two will retire annually
and two hold over; bonds to
the amount of fifty thousand dollars
to build two bridges over Saluda rivei
(the dlficu.lty to [get material and
price of it caused by the World War,
the amount being inadequate, this was
repealed 1920); prohibiting carnivals
from showing in the county except at
the county fair; borrow $100,000 tw
procure federal aid offered the county
to build certain highways; have the
treasurer keep record of receipts and
disbursements ua.directed by law; the
four county comissioners administer
county .affairs and employ a county
_ road engineer, thus abolishing the office
of supervisor; this last passed the
senate but was defeated in the house.
State measures, viz.: - State teachers'
employment bureau; trustees certify
transfer of puphs from districts before
they shall be enrolled; Ave hum
dred thousad dollars to house State
officials and departments now renting;
this passed the Senate but wai
defeated In the house; tax ccnimis;

but shows the trend of my action,
which I thought would Interest you.

your welfare, all of which is an Incentive
for me to conduct myself in such
a manner as will maintain your con

General Education Board and George
Eastman of Rochester, It was announced
here tonight. The board'contributed
$6,000,000 and Mr. Eastman
$4,000,000.
In addition to these outright gift?,
the Rochester Dental Dispensar>,
which was built and endowed by Mr.
Eastman, will furnish the school's
clinic for the study of dentistry.
Announcement of the gift was made
by Dr. Rush Rhees, President of the
University; Dr. Abraham Flexner, Secretary
of the General Education
Board, and Mr. Eastman.
