j PRESIDENTIAL DISABILITY
1
Washington. Feb. ?Kepresentaj
tive Madden, Republican, of Illinois
has offered another plan for dealing
with the situation arising whenever 3
| President appears to be suffering from
a disability which prevents him from
performing the duties of his office.
9
The plan, which is incorporated ir
- oill just introduced by Mr. Madden
is to empower the Cabinet to determine
when a President is ancapacltuted
to perform his official duties
Like other measures recently introduced.
it would not take effect unti
after March 4. 1921, and so woulo
not apply to Preisdent Wilson.
1 Mr. Madden said that he had introduced
the bill because of the contention
of the Preisdent that Cabinel
meetings could, not be held except bs
his order.
The proposed measure provide*
that aftfcr a Preisdent has been unabh
