SENATE PASSES pgf WATER-POWER BOX/ Washington, Jan. 19.?By a vote of nearly three to one, the Senate passed the water-power development bill. This bill is difefrenti n some respects from the mleasure passed by the House of Representatives last July but it embodies in a general way the plan which has been before Congress in one form or another for the last ten years or more. L' f Five Republicans and thirteen Democrats voted against the bill as against fifty-six votes in its favor. The bill now goes to conference for adjustment of the Senate and House differences. t Just before the final vote was tak" en the Senate reconsidered its former action and restored an amendment under which the Government charge on water power is limited to 25 cents per horse-power developed. Senator Lenroot of Wisconsin opposed this amendment, declaring that it was calculated to cause the President tn veto the bill. As passed by the Senate the bill provides for the creation of a Federal Water-Powef Commiission, composeu of the Secretaries of War, Interior, and Agriculture, which would be authorized, after investigation, to issue licenses for the development of waterprojects "for a reasonable annual charge." The licenses would run for fifty years. The measure also provides that the Federal Commission shall cooperate with the State and other Federal agencies; that there shall be no charge on State and municipal power projects; and that industrial plants developing less than 2000 horse-power shall not be required to* pay a license. On two years notice in writing the United States would have the right, at the expiration of a license, to take over and ^operate plants. Power plants now in operation would not come under the operation of law. INVESTIGATION' COMMITTEE TOLD BOLSHEVISM STRONG IN OLD MEXICO San Antonio, Tex., Jan. 17.?At yesterday's session, three women and four men told the Senate committee, investigating Mexican relations at San Antonio, Texas, of their own, their families and their friends sufferings in Mexico. In each case, the witnesses said, they had been impoverished as a result of the act of the various lawless bands that have been operating in Mexico.
