The farmers went iri for a big cotton

claim, being made that the overhead
expense of maintaining many small
gangs is much greater than would be
the expense of state gangs. The further
argument is advanced that the
State, even at a reduced expense,
could give better facilities for caring
for convicts.
Another recommendation of the
Board of Charities and Corrections is
for the establishment of district hospital
homes instead of county poorhouses.
Where^several counties combined.
eliminating much of the over
head charged the poor from those
counties could he maintained in much
better surroundings at a lessened cost.
The idea is along the lines of advanced
sociology and would doubtless
prove a blessing to many unfortunate
people at present inadequately provided
for undeiythe present system.
Have you noticed a greater scarcity
of liquor? Maybe not, bift the report
of the chief stave constable shows that
117 stills weije^ destroyed in 1919
along with more than $1"8,()00 worth
of 1 oze. '_ V
There has been a gratifying increase
in the value of the'stocks of South
Carolina cotton mills during the year.
Many of the stocks which sold some
time aigo below paf are how bringing
way above par. Many of the cotton
mills have passed the great prosperity
which has come to theih. to their operatives
in increased wages and improved
living bohditions.
The state treasury began the year
with a balance on hand of $1,100,146.
Total receipts for the year 191? from
all sources were $7,19&,109, while total
disbursements were $6,913,500. The
balanec on hand, against which there
are still many unpaid claims, is in the
neighborhood of a quarter ' mililon
dollars in excess of the balance on
hand at the beginning of the last fiscal
year. 11
