UMMERTON BOY DOES WELL AT THE CITADEL Francis P. Mood, son of Mrs. Hattie food,-" of Summerton, has made a most enviable record it the Citadel. He, is now a Senior at hat institution and holds the rank of cadet captain, and is regarded as one of the best military men in the school. He is the f urth Mood to graduate from the - "jtadel with the coveted honor of ptain; a record of which any family houkld teel proud. The distinction of being the only man in the Senior Class to be a member of the Corps Honor Committee for four years is :also his. Young Mood has always stood well in his clas. es and is ,a good conscien tious w6rker at all tiues and at 'everything her undertakes. He has 'been a member of the baseball squad o, three years and is now showing 'dome aptitude for football this year, his first trial at that game. Among other things he has always taken an active interest i nthe Young Men's Christian Association and is now Chairman of one of the important committees of that organization. He owas also one of the Citadel men to go to the Blue Ridge Y. M. C. A. Conference last June. With his sterling qualities of char acter, his interest in all phases of college life, and his friendy attitude -towards everyone, Frank is hold in high esteem by all who know him and his futuro succos in life is oasily prede md. THE FARMERS BANK OF OLANTA IN FINE SHAPE At a recent meeting of the Dhec tors of the Farmers Bank a resolution was passed sealling a meeting of the stockholders to consider raducing the -capitd'l stock from $60,000.00 to $30, 000.00. 'The reasons given for this are;. this bank has always been able to take care of all its customers with ease and at this time owes,,no bor rowed money ;its deposits are now -around $200,000.00 and its cash on ihand and in other banks is around -140,000.00. Notice is hereby given that the General Election for Relpi:oontatives in Congress will be hold at the voting precincts fixed by law in the County of Clarendon on Tuesday, November 7, 1922, said day being Tuesday follow ing the first Monday, as prescribed by the State Constitution. The qualifications for suffrage arc as follows: Residence in State for two years1 in the County one year, in the pollag precinct in which the olecter offers to vote, four months, and ths payment six months before any election of any poll tax then due and payable. Provid ed, That ministers in charge of an organized church and teachers of pub, lie schools shall be entitled to vote after six months' residence in the State, otherwise qualified. Registration.-Payment of all taxes, including poll tax, assessed and col lectible during the previous year. The production of a certificate or the receipt of the officer authorized to col lect such taxes shall be conclusive proof of the payment thereof, Before the hour fixed for opening the polls Managers and Clerks must take and subscribe to the Constitu tional oath. The Chairman of the Board of Managers can administer the oath to the other Managers and to the Clerk; a Notary Public must adminis. ter the oath to Chairman. The Man agers elect their Chairman and Clerk, Polls at each voting place must be opened at 7 o'clock a. in., and closed at 4 o'clock p. in., except in the City of Charleston, where they shall be opened at 7 a. m. and closed at 6 p. in. The Managers have the power to fill a vacancy; and if none of the Managers attend; the citizens ean ap point, from among the qualified vot ers, the Managers, who, after being sworn, can conduct the election. At the close of the election, the Managers and Clerk must proceed publicly to open the ballot box and count the ballots therein, and continue without adjournment until the same is completed, and make a statement of the result for each office, and sign the same. Within three days there after, the Chairman of the Board, or some one designated by the Buard, must deliver to the Commissioners of Election the poll list, the box contain ing the ballots and written state ments of the result of the election.
