All able: bodied male persons be tween the ages of 18 and 00 ye'ars, not otherwise exempt by law are liable to the said tax, and all persons who shall be living within the corporate limits of the said town sixty days prior to the collection of said tax shall show satisfactory evidence of having performed road duty or duty upon the streets of some city-or town, or produce a receipt for the payment of a Commutation tax in lieu thereof, covering the majority part of the fiscal year included in this Ordin ance. Section 4. That all taxes levied under the provision of this Ordin ance shall become due and payable to the Clerk and Treasurer of the Town of Manning on the 20th (lay of Octo per 1922 and the books for the collec tion thereof shall be opened on said date; provided, however, that the tax payer may, if he desires pay the taxes then due in the following man ner: 20 per cent of the taxes to be paid on or before the 1st day of November next; 20 per cent plus a penalty of 2 per cent to be paid on or before the ,1st day of December next; 20 per cent plus a penalty of 2 per cent to be paid on or before the 1st day of January next; 20 per cent plus a penalty of 2 per centto be paid on or before the 1st day of February next; 20 per cent plus a penalty of 2 per cent to 'be paid on or before the 1st day of March next. Provided, further, that in the event that any of the instalments herein allowed are not paid on or before the time herein desighated the penalty of 15 per cent shall attach to any install ment unpaid at the designated time and be added to the unpaid install ments. Section 5. That if the said taxes are not paid on or before the first dlay of March next,- the collection of the said taxes and penalties shall be in forced by execution and sale as pro vided by lawv. Section 6. That this Ordinance shall not affect in any particular the payment of the street assessments which must be paid on or before the 1st clay of January next. Section 7. That this Ordinance shall go into effect immediately, and all Ordinances or p arts of Ordinances in conflict herewith be, and the same are hereby repealed.
