ACTION ON SUFFRAGE ISSUE
Motion Carried With a Rush as Antis
Gain Control of Floor-Vote Ill

Nashville, Aug. 31.-The Tennessee
House of Representatives, with a quo
rum presence at the first time since
August 20, arranged from its journal
this afternoon all record of ratifica
tion of the suffrage amendment and
voted, 47 to 37 with 20 not voting, to
non-concurrance the action of the
Senate in ratifying it.
Shortly after the House convened it
becamie evidlent that the anti-ratifica
tionists, a majority of wvhom have been
in Alabama on a filibuster for more
than a wveek, were in the majority
through failure of several of the suf
frage members to arrive in time. With
lock-like program, the antis proceeded
to Put through their plan of attempt
ing to undo what was done on August
1, when ratification was accomplished.
Carried by 4 7tu 37.
The first step was the motion to
expunge from the journal of that day
all reference' to the proceed(ings upon

After this was accomplished, 47 to
37, with sixteen not voting, motion
was made and carried that a certified
copy of the resolution, the original of
which is in the hands of the Senate, be
spread upon the journal.
Representative Riddick, floor leader
of the ratificationists made the point
of order that the resolution was ouAt'
of the hands of the House and now a
part of the federil Constitultion
through proclamation of Secretary of
State Colby. Hie was overruled by
Speaker Walker.
The House by a viva voce vote then
adloptedl a motion to reconsidler its pre
vious action until the resolution. Mo
tion was then madle and carried to
non-concur in the action of the ,Senate
in ratifying the ratification resolution.

In the course of the discussion of
the legality of the action of the' House
in reconsidering, Representative Rid
dlick read a letter from Sate's Attor
ney Thompson in which the latter ex
pressed the opinion that reconsidera
tion of the resolution was impossible,
since the I Iouse had already ratified it

of the House's action, saying that the
matter was a purely legal one and in
the hands of Attorney General Thomp
son.
Action of the House is not taken se
riously here, as the general opinion
prevails that legality or illegality of
ratification will be decide(d upon the
recordl sent to Washington by Gover
nor Roberts.
Anti-ratificationists would not state
tonight whether they expect to make
an effort to have' the Senate, which
votedl to ratify, 25 to 4, to reverse Its
action.
