TENANCY SURVEY
Prof. Wilson Gee of the University
of South Carolina has been engaged
by the farm management branch of
tIhe department of agrietlture to un
dertake a personal survey of farm
teiianey in South Carolina.
The survey willsbe made during the
months of July and August, Professor
Cee selecting the sections of the State

South Carolina. Its object will be to

An iivestigation of the general as
pects of farm tenancy by the Uni
versity is now well under way and
will be completed by the end of the
present session. This work is beingi
done by a graduate student in the de
pditment of rural social science, one
of the new departients established
last year. The study is a thoroughI
consideration of tenancy in South Car
olina, its historical setting, itswforms
and its distribution throughout the
State. The information when com
pletely gathered will be published as
a bulletin of the University. and dis
tributed throughout the State.
Economic and social surveys of
Harry and Saluda counties have also
been begun by advanced students in
the department. Professor Gee is now
expecting to augment this list consider
ably in the next few months, the plan
being to work up such a survey for
every county in the State in the next
few years. 'Ihese surveys when comn
pleted will also be published in bulle
tin form. They represent - stock tak- )
ing of the economic and social re
sources of the county, and show where 1
the county leads, wvhere it lags, and
provide sugge2stions as to the solutiolI

ment and that reciprocity should be
our national policy. Its passage was
only prevented by the assassination of
President McKinley.
"The proopsed commission would
be composed of two cotton growers,
one financier one cotton manufacturer
and one manufacturer of cotton mill .
machinery, and will hold for a terml
of five or six years. The appointment F
of this commission would so enlarge
the demand for cotton goods that it
would be found that 15,000,000 bales
of cotton would fail to supply the I
worbl's pressing needs. The problem
of over production would be solved. In
fact, it would hardly be possible to
produce enough cotton for the wvorld's
needs after this comnlmission had had
sufficient time to open up the chan
nels of traide.
'In arranging for this legislation
we wish to say that the results of I

ef'ort on our part to broaden the mar
ke for cotton goods whereas Europe
