Cotton Men Think Legislation Will
Pkove of Much Benefit to The
Farmers.
Co1mbia, March 11.-Governor
Cooper today signed the act passed
at the recent session of the general 1
assembl amending the state warehouse
act by providing for the creation of i
a State warehouse board and giving i
that body authority to use the name
and powers of the State in establish
ing channels for the sale of cotton to
foreign and domestic manufacturers. 1
The pen with which he signed the act
was presented by the Governor to J.
S. Wannanfaker, president of the
American Cotton Association.
The act proviles that the State
warehouse board shall be composed of
eleven members. The Commissioner 1
I of Agriculture is ex-officio a member
- There shall be one member from each
congressional district and three from
the State at large and they shall be
appointed by the Governo' on recom
mendation of the South Carolina divi
sion of the American Cotton Associa
tion.
A meeting 'of the executive commit
tee of the South Carolina -division of 1
the Amdrican Cotton Association was
held to day for the purpose of consid
ering the recommendation to be made
to the Governor. The' committee will
s'ubmit its recommnendation to the
Governor within the next few days.
The warehouse act as amended
paves the way for the direct sale of
cotton b ythe producers to foreigi
countries and its passage as askedl
z ythe American Cotton Association
and .J. S. Wannamaker, president of
that organization. Similar letrisla
tion will be sought in every other
States of the cotton belt.

"The objects and purposes $of the
hoard,'" says the act. "shall be the
protection of the interests of the pro
ducers of cotton and economic regula
tion of the supply to the deman'i so
that the producers shall at no time
be forced to sell their product excelpt
at a fair profit as well as the general
supervision of the State warehouse
and of their agencies created by law
' touching the production warehousing,
grading an( marketing of cotton."
The act provides that "any person,
firm, corporation or individual wh'
desires to engage in the export cotton
