LEGISLATIYE WORK BROUGHt TO A CLOSE Session of Eight Weeks Terminated Yesterday. QUIT AT USUAL HOUR Permanent Roads, Better Schools And Public Health Receive Much Aid. The second session of the seventy third general assembly of South Caro lina was concluded at 7;45 o'clock yes troday morning and the majority of the members caught the early trains for their respective homes. The clocks in the two houses were stopped at 11;55 Saturday night. The free conference report on the approprition bill was received in the two houses around 7 o'clock. The re port was adopted immediately with out discussion. 3y 7:30 the bill had been ratified and signed by the gover nor. A few mniltes thereafter final adjournment was taken. Total appro priations amount to $6,091,241.39, for which a leVy of 12 1-2 mills will be required. The general appropriation bill as first passed by the house carried $5, 800 000, which did not include $00,000 ft had appropriated by statute for the Citadel. An appropriation of $50,000 for a heating plant for the State lous was also made in a resolution passed by the house. A number of other amounts thus favored by the house were put in by the senate. When all these had been added to the appropria tion bill in the senate and the senate's own increases put in the total carried by the bill was $6,731,000. The free conference took off about $672,000 by distributing the appropriations over two years, providing for loans and by reductions, thus bringing the bill to approximately what it was when it left the house. While many of the legislators were somewhat disappointed in the volume of constructiVe legislation enacted, and although many desirable measures went into the discard, much was done toward layir.g a solid basis for future groth and development. This can not be better emphasized than the re sponse to the universal desire through out the state for good roads and the generous manner in which county delegations voted bond issues for their countries. A statewide levy of two mills was also put on for permanent road building, the amount each county raises to be spent in that particular county. Bonl issues for roads and bridges in the different counties ap proximate $13,000,000. The following are the provisions of the Christensen resolution: "Whereas, it has been found neces sary, in order to meet the legitimatt needs of the state under present con omic conditions, largely to increast the tax levy for general purposes, and in addition thereto to levy a special tax for road purposes; and, "Whereas, these increases tend tc accentuate and aggravate existing in equalities in the assessment of prop erty for taxation aS between indivi!d uals, thereby adding heaVily to thc burdens of the honesty taxpayers; and "Whereas, it is a matter of commor krowledge that a considerable pro portion of the tabable property of the state is now escaping tagation and and Heating Co. Public health activities are to be concouraged rather than nglejeted. The amount last year for this depart ient was $102,241.83. This year the appropriation is $220,394.14. that methods and sources of reising revenue now generally restorted to by other states are not in use in this state; and, "Whereas, it is believed that wisely considered changes in our laws that would tend to rectify these conditions are of vital importance to the people of this state; therefore, "Be it further recolved, That a joint committee, conposed of three mem bers of the senate, to be designated by the president of the senate, and four menbers of the house of repre sentatives, to be designated by the speaker of the house, be appointed for the purpose of making a through in vestigation and study ofthe subject of taxation in South Carolina and of suggesting and recommending for tthe consideration of the general assembly at its next session such changes in laws and such legistative measures as in the judgment of said committee will best serve to correct existing evils and to equalize and lighten the burdens of taxation in this state. "Be it further resolved, That said committe be authorized and directed to call in consultation the members of the tax commission of South Carolina and that said tax commission be and is hereby authorized and directed to place at the disposal of said commit tee the records and data of said com missioner's office and to cooperate with and assist said committee in the performance of its duties. "Resolved, further, That the report of said joint committee be published and mailed to each member of the gen eral assembly 30 days in Attvance of the next meeting of the general ac sembly. The expenses incurred by this committee shall be paid out of the state contingent fund and shall include actual expenses of the meni bers of the committee while engaged in the performance of the duties of their inVestigation and such steno graphic work and other expenses as may be by this committee deemed nec essary thereto." Just prior to adjourment yesterday Governor Cooper sent the following message to the two houses, in wheih he thanked the members for their co operation in the legistative program, his gratification over the character of legislation enacted, and extended his best wishes for happiness and succesE at home: "I have the honor to inform you that I have signed the general appro priation aet and I have no, furthei messages for your honorable bodies.
